Recreation and Trails Committee Minutes
Wednesday, December 4, 2024 at 9:00 a.m. at Village Hall
Call to Order: Attila Bality called the meeting to order at 9:00 a.m.
Roll Call: Present: Matt Billingsley, Chris Sorensen (via Zoom), Jeff Weeks (Council
Representative), Attila Bality, Shay Tibljas (Village Representative), Lonny Natter and
Jackie Farmer (AAFPO Representative).
Absent: Tim Kelly, John Carmack, Elliott Rodda, Patrick West (Resort Representative), and
Jenna Pepper (MV High School Representative).
Announcements: None
Comments/Questions from Community/Audience Members: Loren Bell with ECTA in
attendance.
Approval of November 13, 2024 Minutes: Approved by Consensus
Review and Approval of Agenda: Approved by Consensus.
Agenda Items:
I. Meeting with Loren Bell to further discuss ECTA support of trail initiatives and
potential Village contract
Attila introduced Loren Bell
Background about ECTA and their Enchanted Circle Trails Plan, creating a
regional trains coalition. Attila gave an overview of how ECTA and the
Enchanted Circle could support each other.
Lonnie drafted 4 projects that ECTA could help the Village of Angel Fire with.
1) Frank Young Extension Trail 2) Village/Resort adaptive assessment 3)
Install/erect a regional trails map 4) convening a trails summit for community
and stakeholders.
Attila opened the discussion on these 4 items
1 ) Adaptive Riders.
- Discussion was held about what challenges and opportunities were present
with an adaptive survey on existing greenbelt and village trails.
- ECTA reported already working on an information grid that could be
adopted.
- Discussed next steps of comprehensive survey of the greenbelt trails
- Lonnie asked about available grant funding
- Jackie stated AAFPO would be receptive to entertaining discussion of some
funding coming from them.
2) Requested Trail Maps
- Loren gave a quick summary of the goals of ECTA and where funding ideally
would come from
- Trail map program shows closeby (local) trails and also trail complex of the
entire EC.
- Discussed cost associated with getting a kiosk installed in Angel Fire -
Roughly 5K.
3) Trails Summit Hosted by ECTA
- Discussed the need to engage community on the needs and wants in terms of
outdoor recreation and trail
- Discussed the committees need for help to facilitate a workshop.
4) Frank Young Trail
- Attila gave a quick breakdown of the existing trail conditions. Also gave a
quick overview of where the proposed trail shall follow and future goals.
- Discussion of how ECTA could help in this project resulted in deliverables of
project management, help with writing grants, and connection to contractors.
- Matt asked if the Village of AF was to fund ECTA to the requested 12K
amount what would we get. Response was: Kiosks and trail maps installed,
general trail maintenance and mapping, grant writing help.
- Consensus of this topic was reached that VAF has limited resources and staff
so additional help would be justified and beneficial
Agenda Items for Next Meeting:
- Develop Goals/Issues for Comprehensive Plan
- Discussion decide upon about National Trails Day event with ECTA/ Trail work day
- Determine frequency of meetings moving forward
- Review Loren's Plan
- Develop anticipated milestones for 2025
- Establish work plan for 2025
