Call to Order- Meeting called to order by Mayor Erica Kameroff at 7:04pm II. Roll Call-Annie Sakar-Morgan-AE, David Cannon-P, Wanda Wilson-P, Rachel Konteh-P, Erica Kameroff-P, David Bonanno-P, Clara Morgan-P Staff Present- City Manager Diana Lehman-P, Finance Director Lenore Kameroff-P, Public Works Director Greg Hager-P, Fire Chief Todd Youngblood-AE Members of the Public- None III. Approval of Agenda- Clarification to Amendment/Addition to Sales Tax Ordinance #96-02 to begin with Ordinance 21-01 First Reading/Introduction to Amendment/Addition to Sales Tax Ordinance #96-02-etc. Motion to approve agenda as Amended made by Vice Mayor DC, motion 2nd by Council CM. Agenda approved as amended. IV. Public Participation- None V. Previous Meeting Minutes-  March 10, 2021- Minor correction to Call to Order by Council. Motion made by Vice Mayor DC to approve meeting minutes from 3/10/2021 as amended. Motion 2nd by Council WW. Minutes approved as amended. VI. Reports o Aniak Volunteer Fire Department- T. Youngblood/D.Lehman-City Manager DL reported no fire calls this past month. Everything is going fine at the Fire Dept. Fire Chief T. Youngblood is currently on leave. Scheduled SCERP Meeting tomorrow April 15th at 2pm to discuss breakup and flood emergencies. Kuskokwim Riverwatch community calls start on Monday April 19th. Received bottled water in the event of a Flood Emergency, to have on hand. The Fire Station will remain the Emergency Operations Center. o Public Works- G. Hager- We have been working on road issues and snow melt-keeping the roads plowed and water drainage in place. Sewer System has electrical issues, we will be sending a pump into Anchorage for repairs. Equipment Maintenance is a struggle-Older equipment, not enough maintenance/repair experience. Made a verbal offer on D&J Auto loader. Our Loader gets used almost daily-at the landfill, hauling strainers and gravel and dirt where needed-it needs major brake work and seals replaced. D&J’s loader is 5-6 years younger than ours, has half the hours and digs deeper. We do have the funds in this year’s budget. o Library-D. Lehman- Regular hours at the Library Thursdays-Saturdays 3-7pm. Library Program this summer will be “All About Dogs” including local mushers. Books, movies etc. o Bookkeeper/Financial Statement- L. Kameroff-Reported that Broerman will be here May 3-6 to assist with our FY22 Budgets and invited Council to attend if able to. We will be Certifying FY20 Financial Report and have our 1st Reading on FY22 Budget at the next regular meeting. She is also in training this week and next week for Personnel Management alongside of Municode-Agendas, Meetings and Minutes training, we are shooting for next month’s meeting to go live, but we will see. All 1st Quarter Tax Reports are done and filed on time. Monthly Statements going out. Reviewing Small Claims cases but need council approval to resume Small Claims process on current open cases. Council approved to move forward with wage garnishments and the use of a Process Serves as needed. Council reviewed March 2021 Financial Report. Motion was made by  Vice Mayor DC to approve March 2021 Financial Report as presented. Motion was 2nd by Council DB. Financial Report approved as presented. o City Manager- D. Lehman- gave a report on current Covid numbers for our Region and that we remain at High Alert level. The Dike/Levee-Needs community meetings and input, possibly a levee rehab partnership with the Tribe to repair unacceptable areas to be re-eligible for federal funding for flood-caused damages. Our Local Hazard Mitigation Plan is going to get updated this summer with funding from Fema/State programs. The RCA completed their review of the City’s complaints regarding the electrical issues in Aniak and submitted a letter with their findings. We will include this report in our next months mailing. I have also asked AL&P and Bush Tell to attend our meetings and share information and Q&A on documented utility easements. The City needs to use our road right of ways (ROW) and easements for road maintenance and make it aware to the community. The City of Aniak has a list of critical driveways that must be cleared during the winter months and the City is not always able to get to in a timely manner. We would like to create an MOU with other businesses that have snowplows that could voluntarily assist with critical and/or Elder’s driveway clearance when needed. Council CM suggested a “Adopt an Elder” Program and City Manager DL said she would look into it. The Council needs to hold a work- session to review our tax ordinances and get them updated and possibly increased. VII. New Business o Resolution 21-05 Updating Bank Information- A Resolution to remove Council D. Mattson and adding new Council DB and Council RK as check signers on all bank accounts associated with the City of Aniak. Motion made by Vice Mayor DC, motion 2nd by Council WW. City Clerk LK did a Roll Call vote with 4 Yes 1 AE 2 Abstain. Motion approved by 4 yes votes. o Potential MOU with Local Business’ w/Snow-Plow Equipment (Private Driveways/Snow Berms)- discussion covered in City Manager’s report. Council asked to write up a potential MOU with local businesses for next season. o Flood Preparedness/Risk Reduction/Snow Melt/Run Off- discussion covered in City Manager’s report. Regarding ROW and easement issues. VIII. Old Business o Renewal of Declaration of Emergency- (Until May 12, 2021)- Mayor EK opened the floor for discussion and asked the Council how they feel about renewing Declaration. She feels it is unnecessary now. Vice Mayor DC feels comfortable to let it expire. Council WW feels the same, but we should look into how it would affect our funding. Council CM-thought if it is helping everyone stay safe, we should keep it going. Council RK kind of agrees with everyone. Council agreed to extend for 1 more week and look into how this would affect our funding, if any. Motion was made by Vice Mayor DC to extend Emergency Declaration until April 21, 2021. Motion was 2nd by Council WW. Roll Call Vote 5 Yes 1 AE 1 Abstain. Motion to extend Emergency Declaration until April 21, 2021 carried. o Animal Control-Loose Dogs/Fines/Pamphlets/Education/Partnerships- City Clerk informed council we are having more reports of loose dogs in town and more complaints. Discussion ensued. Council directed staff to move forward with issuing dog fines, warnings have been used long enough. City Manager DL also brought up this issue in her report for the Library and will be using the summer program as “All About Dogs” and inviting the local dog mushers to read at the library over the summer to help with awareness. o Small Claims-Moving Forward/Wage Garnishments/Process Server/Minimum Past-Due Balance- City Clerk LK reminded council that at the beginning of March last year, the Council agreed to place on “hold” all Small Claims processes and was reviewing claim paperwork coming back into the office. Council directed staff to move forward on Small Claims and use if needed wage garnishments and the use of Process Servers. A Motion was made by Vice Mayor DC to approve moving forward with Small Claims cases and all that it requires. Motion was 2nd by Council CM. All Council approved. City staff may move forward with all Small Claims cases as needed. o Ordinance 21-01 First Reading/Introduction to Amendment/Addition to Sales Tax Ordinance #96-02-Adopt Ak. Remote Seller Sales Tax Code by Reference (a 25-page document, please call to request copies.)- City Manager DL read out loud Ordinance 21-01 the First Reading/Introduction of the Amendment/Addition to Sales Tax Ordinance #96-02-Adopt Ak.  Remote Seller Sales Tax Code by Reference for the record. City Manager DL also explained this is a 25-page document that we are adopting into our Ordinance by reference, as the code currently exists, and as may hereafter be amended. Due to the extensive Tax Code, we will hold the Public Hearing at our next Regular scheduled meeting to give everyone a chance to go over the document in entirety. Council agreed and approved 1st Reading/Introduction of Ordinance 21-01. IX.
