Chair Buck reached out to thank Council for their support and shared that the commission will continue to work hard to improve current processes and procedures for public art in the city. A very insightful and broad discussion on public art. Public Art CIP Enhancements approved by Council 6-5. NEW BUSINESS August 6, 2019 selected as additional meeting date to review and approve the 2019 Annual Report to Council. Addition of a Development Working Group - As new developers come into the city this working group will work with them to engage, advise and encourage developers to consider placing public art. Private development on private land and not City related. Public Art Commission is a natural reference point for public art with in the City. Motion: To add new Development Working Group Members: D Esau, J Copi, J Kotarski, and M Thiefels OLD BUSINESS June 2020 Plan and CIP Public Art Enhancements Recommedations for FY2020 - FY2028 were submitted to City Council for their review and approval. REPORT FROM STAFF • General Office Clerk Position - Currently scheduling interviews. • Youth Art Month - DDA and City approached for a temporary public art installment within the Main Street Area Association. MOTION: Public Art Commission supports Youth Art Month. • City Art Gallery - The March 6 - May 1 exhibit shows works from Alison Franco and Janelle Smith. Current link on Public Art webpage for all to learn more about each exhibit. Commission request that a staff member from the Ann Arbor Art Center attend a commission meeting to introduce and promote these new exhibits. • Jewett Memorial - Chairs are on schedule to be moved as part of the project in early spring. First placard produced without Mr. Jewett's name, City of Ann Arbor Page 2 Ann Arbor Public Art Commission Meeting Minutes March 6, 2019 second placard for naming and dates only. • Update on Canoe Fan Art – The Canoe Fan was part of the Imagine Canoe Fan Art project for the Canoe Imagine Fan collection installed along the Huron Rover in Ann Arbor at Gallup Park in the summer of 2015. The Canoe Imagine Art collection was designed to be a temporary art installation with all five artists being awarded a $5,000 honorarium plus the use of recycled canoes to be used for the installation. Artist Victoria Fuller misread the requirements of the proposal and did not realize that the Canoe Fan art work would become part of the permanent collection for the City of Ann Arbor. Ms. Fuller approached the City regarding alternatives to this, as she did not want the artwork to remain and expressed a desire to retrieve the Canoe Fan art piece. In June of 2015 Victoria Fuller entered into an agreement to loan the Canoe Fan artwork to the City of Ann Arbor for the benefit of the city. This agreement will expired on May 30, 2017 and was extended for an additional two year term ending May 30, 2019. Victoria Fuller had the responsibility of finding a buyer for the piece who would then donate the piece to the City. This was unsuccessful and Ms. Fuller has now approached the City and the Ann Arbor Public Commission about the possibility of the City purchasing the artwork for $45,000. While the Canoe Fan piece has been enjoyed for many years by the residents of the community. The Ann Arbor Public Art Commission recommends that the City Attorney allow the lease expire and that Ms. Fuller retrieve this piece, at her cost by the contract end date. It is the position of the Ann Arbor Public Art Commission that it would be fiscally irresponsible for the City to make such a purchase due to limitations on funding and in an effort to maintain a conservative approach with regards to art in the City of Ann Arbor. The Ann Arbor Public Art Commission does not want to set a precedent for public art for the artist who were held to the sames standards, guidelines and specifications of the art project. The artwork will be missed, as for several years the community has enjoyed an aspiring and uplifting piece of public art within the City of Ann Arbor. MOTION: The Ann Arbor Public Art Commission recommends the City advise Victoria Fuller to make arrangements to retrieve (as her cost) City of Ann Arbor Page 3 Ann Arbor Public Art Commission Meeting Minutes March 6, 2019 the Canoe Fan artwork by the agreed upon lease end date of May 30, 2019. REPORTS FROM WORK GROUPS Promotion and Public Art Work Group - The commission will work toward identifying our art as a cultural asset. Creating an online portal identifying pieces with a description and an identifying tag or sticker. Suggestion to also provide media training for the commission to share talking points, address questions on funding, the collection, and engaging the community. A social media page for public art has not been an option in the past for the commission. CM Ramlawi with start a conversation with the City Attorney. An e-newsletter may be an option to reach to the public; commissioners will contact city communications unit. CIP Work Group - Council has approved the CIP Enhancement. A spreadsheet to track these projects has been created. Fundraising Work Group - Focus on methods and processes for accepting donations. Exploring grant opportunities, private funding, etc. Explore the possibility of writing and submitting grants for funding. Once the commission establishes a process and a template for grant writing we can develop a 3-5 year plan moving forward. .
