Welcome. There are several items on the agenda that will be discuss in
greater detail as we move through the agenda tonight.
NEW BUSINESS
Discussion on the Annual Retreat. Next meeting set for December 9th at
4pm; option to have an earlier or later start time depending on schedules.
Meeting set for December 9th 5:30-8:30pm.

OLD BUSINESS
Councilmember Ramlawi worked with the City Attorneys' office to address
concerns received from the commission and shares a final version with
the Ann Arbor Public Art Commission for their review.
Current by-laws prevented members of the commission from bidding on
projects due to conflicts of interest and prevented members of the
commission from reapplying for any additional project for one full year.
These two issues seemed to be punitive to commissioner members.
Discussion on the $1500 compensation, as it was an initial place holder
and the commission can make the determination if this is too low or too
high. Current City purchasing policy begins at $3k with requires quotes
and the midrange bid is $10k and at $25K is a contract is required and
will require City Council approval. This request needs to be palpable for
City Council in keeping with the current financial standing of the City.
Members that serve on the commission may have no artist interest to bid
on a project but they may want to bid and recuse themselves and this
language change will allow for this. The intent of the language is to allow a
commissioner to do so and this language change does not negate the
current CIty contracting requirements.
Staff will move this item forward for consideration on the November 5th
City Council agenda with two versions 1) with no value 2) with "no more
than $25k in total value"
Public Art Commissioners appreciate Councilmember Ramlawis' efforts
to move this forward and his continued desire to support the efforts of the
Commission.

REPORT FROM STAFF
Ann Arbor Area Community Endowment - The AAACF Board of Trustees approved a
modification to the Ann Arbor Art in Public Places Endowment Fund to expand the
purpose definition to include the purchase and installation of public art, in addition to
maintenance and preservation. A grant will be made to the CIty each year for funds
available to use, currently $5200.
Hamilton Fountain - Albin Polasek 1919 - A Bronze Water Fountain created in 1919 as a
gift of Francis Hamilton, mayor of Ann Arbor 1905–07, who bequeathed money to City of
Ann Arbor for a fountain in this location (he died in 1914). The figures in the base relief
represent Youth, Labor, Poetry and Philosophy. The artist stated that it was his aim to
make something “dignified, with a touch of youthful delight.” The fountain was unveiled at
Commencement 1919 and dedicated at the 50th anniversary of Hamilton’s graduation
from U-M (1869).
UM doing maintenance on the piece and has decided to return it to the City of Ann Arbor.
Located on Central Campus; North University Avenue near corner of State Street. Piece
has been added to the Public Art Tour.
