CALL TO ORDER
The Chair, Council Member Jane Lumm, called the meeting of the City
Council Liquor License Review Committee to order at 9:34 a.m. in the
Guy C. Larcom, Jr. Building, 2nd Floor Council Work Room, 301 E.
Huron Street.
ROLL CALL
Present: 4- Kathy Griswold, Jeff Hayner, Jane Lumm and Ali Ramlawi
City Clerk Jacqueline Beaudry; Senior Assistant City Attorney Kristen
Larcom; Building Officer Glenn Dempsey; Fire Marshall Kathleen
Summersgill; AAPD Lieutenant Renee Bush; and Boards &
Commissions Coordinator Kelly Beattie were in attendance.
APPROVAL OF AGENDA
A motion was made by Councilmember Ramlawi, seconded by
Councilmember Griswold, that the agenda be approved. On a voice
vote, the Chair declared the motion carried.
APPROVAL OF MINUTES
19-1650 Council Liquor License Review Committee of February 1, 2019
A motion was made by Councilmember Ramlawi, seconded by
Councilmember Hayner, that the minutes be approved by the
Committee and forwarded to City Council. On a voice vote, the Chair
declared the motion carried.

19-1601 Resolution to Approve the Request from Mammoth Distilling LLC, for a
New Off-Premises Tasting Room Wine and Spirits Liquor License - Small
Wine Maker and Small Distiller Licenses, with Sunday Sales (PM), and
Entertainment Permit, located at 211 E. Ann Street
A motion was made by Councilmember Griswold, seconded by
Councilmember Ramlawi, that the Resolution be postponed to allow
City staff additional time to address issues related to taxes, usage
and occupancy. On a voice vote, the Chair declared the motion
carried.
19-1467 Resolution to Approve a Request from Ann Arbor Senior Living Owner,
LLC for a New Continuing Care Retirement Center Liquor License, new
SDM liquor license, Sunday Sales Permits (AM & PM), Dance
Entertainment Permit, Outdoor Service Permit and Specific Purpose
Permit Issued Under MCL 436.1545(b)(ii) to be Located at 2830 S. Main
Street, d/b/a Balfour Senior Living
A motion was made by Councilmember Griswold, seconded by
Councilmember Ramlawi, that the Resolution be recommended for
approval to the City Council and forwarded to the 9/16/2019 City
Council agenda. On a voice vote, the Chair declared the motion
carried.
UNFINISHED BUSINESS
The committee discussed liquor license fees and requested that staff
bring a proposed fee schedule that provided monetary incentives for on
time payment to the committee.
INFORMATION/UPCOMING BUSINESS
Lt. Renee Bush informed the committee of AAPD enforcement activities
related to underage drinking. Lt. Bush also informed the committee of
community standards education and enforcement efforts in
neighborhoods near the campus of the University of Michigan.
ADJOURNMENT
A motion was made by Councilmember Ramlawi to adjourn. There
being no further business to come before the Committee, the Chair
declared the meeting adjourned by unanimous consent at 10:27
a.m.
