Jennifer Alexa, deputy clerk; Rachel Weinberg, administrative assistant; John Reiser, assistant city attorney; and Dawn Bagozzi; legal assistant were also present. ROLL CALL Present: 4- Lisa Disch, Kathy Griswold, Jeff Hayner and Linh Song APPROVAL OF AGENDA A motion was made by Councilmember Hayner, seconded by Councilmember Griswold, that the Agenda be approved with the following changes: Add Election of Chairperson On a voice vote, the Mayor declared the motion carried. ELECTION OF CHAIRPERSON A motion was made by Councilmember Song, seconded by Councilmember Disch, that Councilmember Hayner be named Chair of the committee. On a voice vote, the City Clerk declared the motion carried and Councilmember Hayner continued the meeting as Chair. APPROVAL OF MINUTES City of Ann Arbor Page 1 Council Liquor License Review Meeting Minutes - Final February 18, 2021 Committee 21-0354 Council Liquor License Review Committee Meeting Minutes of April 30, 2020 A motion was made by Councilmember Griswold, seconded by Councilmember Hayner, that the Council Liquor License Review Committee Minutes of April 30, 2020 be approved by the Commission and forwarded to the City Council. On a voice vote, the Chair declared the motion carried. PUBLIC COMMENT None. NEW BUSINESS 21-0353 Resolution to Recommend Approval of Issuance of a Downtown Development District Liquor License to Up From the Skies, LLC Sponsors: Council Liquor License Review Committee The applicant was available to answer any questions regarding the proposal. A motion was made by Councilmember Griswold, seconded by Councilmember Disch, that the Resolution be recommended for approval by the City Council on March 1, 2021. On a voice vote, the Chair declared the motion carried with a 4-0 vote. UNFINISHED BUSINESS City of Ann Arbor Page 2 Council Liquor License Review Meeting Minutes - Final February 18, 2021 Committee Annual Liquor License Renewal Process City Clerk Beaudry spoke about the City's annual renewal process, noting that staff was looking for direction regarding the process, due to the pandemic. She noted that the annual renewal process typically includes a $90 renewal application by each on-premise liquor licensed business and a staff review of each applicant. Staff reviews are conducted by Police, Fire, City Attorney, Building and Treasury. Committee members discussed the process and the economic burden on local businesses due to the pandemic. Councilmember Griswold moved, supported by Councilmember Song, that staff prepare a resolution for Council to consider on March 1, 2021, reducing the annual liquor license renewal fee for 2021 to $50 per applicant, due to the impacts of the COVID-19 pandemic and the temporary closure of many on-premise establishments over the last year. On a voice vote, the Chair declared the motion carried.
