Basement Meeting ID: 932 Conference 9966 Room 7177 Council Policy Agenda Committee Council Policy Agenda Committee Meeting Minutes - Final June 16, 2022 CALL TO ORDER Chair Eyer called the meeting to order at 4:10 p.m. Members in attendance: Chair Eyer, Councilmember Briggs, Councilmember Radina Members absent: Councilmember Griswald and Councilmember Song Guests in attendance: James Brandell, Andy Buczek, Andrea Coscarella, and Andrew Doerr all of Dykema Gossett PLLC Staff in attendance: John Fournier, Assistant City Manager, Tim Wilhelm, Deputy City Attorney and Kelly Reynolds Executive Assistant who recorded these minutes. APPROVAL OF AGENDA Councilmember Briggs moved and Councilmember Radina seconded to approve the agenda as presented. The motion was approved on voice vote. APPROVAL OF MINUTES 22-1009 5/24/2022 Council Policy Agenda Draft Meeting Minutes Councilmember Briggs moved and Councilmember Radina seconded to approve the minutes of the May 24, 2022 Council Policy Agenda Committee. The minutes were approved by voice vote. NEW BUSINESS 1 National Climate Adaptation and Resilience Strategy Act (NCARS) S.3531/H.R.6461 local stakeholder letter of support Mr. Fournier provided additional background about the NCARS strategy as well as HEATR legislation that is advancing on the agenda. If there are no objections from the committee, letters of endorsement will be sent to appropriate parties indicating City of Ann Arbor support. The committee agreed that letters of support and endorsement are appropriate in both cases. With this direction staff will proceed to prepare them. City of Ann Arbor Page 1 Council Policy Agenda Committee Meeting Minutes - Final June 16, 2022 UNFINISHED BUSINESS 1 Legislative and Earmark Updates Mr. Fournier provided an update of earmark project proposals. Information is slowly becoming available from House and Senate offices. Mr. Fournier will keep the group updated. 2 FY23 Council Policy Agenda Document Councilmember Radina moved and Councilmember Briggs seconded to recommend the FY2023 Council Policy Agenda as presented to the City Council for adoption at the July 5 meeting. The motion was approved by voice vote. Staff will prepare the FY2023 Council Policy Agenda for introduction to City Council at the July 5, 2022 meeting. INFORMATION/UPCOMING BUSINESS The Dykema Gossett PLLC team provided an update of the budget mark-up process and timeline in both the House and Senate. They will continue to provide updates on development and opportunities through this committee and Mr. Fournier. Mr. Fournier stated that he will continue to provide updates on the federal HEATR Act. PUBLIC COMMENT There was no public comment. ADJOURNMENT Councilmember Briggs moved and Councilmember Radina seconded to adjourn the meeting at 4:30 p.m. The motion was approved by voice vote and the meeting was adjourned.
