Meeting ID: 932 9966 7177 Larcom City Hall, 301 E Huron St, Basement Conference Room Council Policy Agenda Committee Council Policy Agenda Committee Meeting Minutes - Final August 18, 2022 CALL TO ORDER Chair Song called the meeting to order at 4:03 p.m. Members in attendance: Councilmember Song serving as Chair, Councilmember Briggs, and Councilmember Giswold Members attending virtually (non-voting): Councilmember Eyer and Councilmember Radina Guests in attendance: Andrea Cascarilla and Mary Beth McGowan of Dykema Gossett PLLC Staff in attendance: John Fournier, Deputy City Administrator and Kelly Reynolds, Executive Assistant who recorded these minutes. APPROVAL OF AGENDA Councilmember Briggs moved and Councilmember Griswold seconded to approve the agenda as presented. The motion was approved unanimously with a show of hands. APPROVAL OF MINUTES 22-1121 June 16, 2022 Council Policy Agenda Committee Draft Meeting Minutes Councilmember Briggs moved and Councilmember Griswold seconded to approve the minutes of the June 16, 2022 Council Policy Agenda Committee meeting. The minutes were approved unanimously by a show of hands. NEW BUSINESS 1 Discussion of polluter pay bill Councilmember Griswold informed the committee of local efforts to support the development and adoption of "polluter pay" legislation at the state level. It was agreed these efforts are consistent with the council's policy agenda. Councilmember Griswold will work to bring a resolution of support directly to the full council. 2 22-1440 August 2022 Policy Agenda Committee Quarterly Report Mr. Fournier presented the August Policy Agenda Committee Quarterly Report. He drew the committees attention to activities on the high and medium priority list. He also provided a detailed City of Ann Arbor Page 1 Council Policy Agenda Committee Meeting Minutes - Final August 18, 2022 update of the status of Community Project and the appropriations process. Councilmember Briggs suggested that opportunity to apply for Safe Streets and Roads for All funding has elevated the Vision Zero efforts to a higher priority. Councilmember Song asked that staff watch the legislative landscape for any programs that may replace CERA funding to prevent evictions. 3 Discussion of EGLE NPDES permit and Wixom Wastewater Plant Mr. Fournier provided update to EGLE recent action on the NPDES Permit of the Wixom Wastewater Treatment Facility. Staff will ask EGLE to revise their permitting requirements to be more protective of human health by recognizing Ann Arbor's use of the Huron River as its source of drinking water. UNFINISHED BUSINESS 1 Update on federal and state community project funding Mr. Fournier presented updates on community projects in the prior agenda item and the written report. INFORMATION/UPCOMING BUSINESS Councilmember Griswold informed the committee of current discussion of proposed legislation to prevent discrimination by mode of transportation at drive-thru windows. Ms. Coscarilla will provide updates of its development. PUBLIC COMMENT There was no public comment. ADJOURNMENT Councilmember Griswold moved and Councilmember Briggs seconded to adjourn the meeting at 4:36 p.m. The motion was unanimously approved by a show of hands.
