Meeting ID: 932 9966 7177 Larcom City Hall, 301 E Huron St, Basement Conference Room Council Policy Agenda Committee Council Policy Agenda Committee Meeting Minutes - Final October 13, 2022 CALL TO ORDER Chair Radina called the meeting to order at 4:01 p.m. Members in attendance: Councilmember Radina serving as Chair, Councilmember Briggs, and Councilmember Song. Members attending virtually (non-voting): Councilmember Eyer. Absent from the meeting was Councilmember Griswold Guests in attendance: Andrea Cascarilla, Karenia Randle, Jim Brandell, and Andy Buczek of Dykema Gossett PLLC Staff in attendance: John Fournier, Deputy City Administrator, Atleen Kaur, City Attorney and Kelly Reynolds, Executive Assistant who recorded these minutes. APPROVAL OF AGENDA Councilmember Briggs moved and Councilmember Song seconded to approve the agenda with the removal of New Business items 4 and 5. The motion was approved unanimously with a show of hands. APPROVAL OF MINUTES 22-1454 August 18, 2022 Council Policy Agenda Committee Draft Meeting Minutes Councilmember Briggs moved and Councilmember Song seconded to approve the minutes of the August 18, 2022 Council Policy Agenda Committee meeting. The minutes were approved unanimously by a show of hands. NEW BUSINESS 1 Legislative update - late session and lame-duck updates Deputy Administrator Fournier provided an update on recent legislative actions. He noted that the city is pleased with recent election changes that allow earlier processing of absentee ballots. Another change will require existing ballot boxes to be modified to have only one deposit slot. Other bills still working their way City of Ann Arbor Page 1 Council Policy Agenda Committee Meeting Minutes - Final October 13, 2022 through the legislative process that are of interest include a change of Michigan primary election date, short-term rental regulation, hard-cap limits for municipal employee benefits, and revenue sharing. He is working closely with Dykema Gossett to forward the interests of the city at every opportunity. 2 Safe Streets for All (SS4A) grant application update Deputy Fournier reported that the Safe Streets for All grant application has been submitted for the two-stage review process. He is optimistic about the chances for this shovel-ready project. If not selected, feedback from the process will help strengthen the application next year. 3 Landfill solar funding search Deputy Administrator Fournier explained that the fluctuation in cost of solar panels has caused a dramatic increase in the cost of the Landfill Solar Project. Alternative sources of funding are being sought to fill the gap. 4 Considering lobbyist and elected officials before consultants (Deleted from agenda) Struck from agenda. 5 Resolution regarding accountability of vendors supporting voter suppression (Deleted from agenda) Struck from agenda. UNFINISHED BUSINESS 1 Wixom Wastewater NPDES permitting Mr. Fournier indicated that Ann Arbor's second round of requests to EGLE for changes to the Wixom Wastewater NPDES permit have been rejected by the agency. There will be continued conversation around the issue and the changes that were already agreed to represent considerable improvements. There has been no information provided about safety procedures and failures at Tribar. He will continue to provide updates to the committee. ADJOURNMENT Councilmember Song moved and Councilmember Briggs seconded to adjourn the meeting at 4:33 p.m. The motion was approved unanimously by a show of hands. Chair Radina adjourned the meeting.
