Meeting First floor, ID: 932 9966 south conference 7177 room Council Policy Agenda Committee Council Policy Agenda Committee Meeting Minutes - Final January 19, 2023 CALL TO ORDER The meeting was called to order at 4:33pm by Acting Committee Chairperson Radina. Members in attendance: Acting Chairperson Radina, Councilmember Harrison, and Councilmember Watson Members attending virtually and therefore non-voting: Councilmember Eyer Members absent: Councilmember Song Guest in attendance: Andrea Cascarilla, Aaron Keel, and Andy Buczyk of Dykema Gossett PLLC Staff in attendance: Deputy City Administrator John Fournier, City Attorney Atleen Kaur, and Executive Assistant Kelly Reynolds who recorded these minutes. APPROVAL OF MINUTES Councilmember Watson moved and Councilmember Harrison seconded to approve the agenda as presented. The motion was approved unanimously with a show of hands. 22-1949 December 6, 2022 Council Policy Agenda Committee Draft Minutes Councilmember Watson moved and Councilmember Harrison seconded to approve the minutes of the December 6, 2022 Council Policy Agenda Committee. The minutes were approved with a show of hands. NEW BUSINESS 1 Legislative update Deputy City Administrator John Fournier and Ms. Cascarilla provided a legislative update about legislative movement in Michigan. Mr. Buczyk provided a summary of recent happenings and progress at the federal level. City of Ann Arbor Page 1 Council Policy Agenda Committee Meeting Minutes - Final January 19, 2023 2 Discussion of Legislative strategy Deputy City Administrator Fournier updated the group about current strategies to organize efforts around the developed legislative priorities. There are some matters that although they are high priority for the City, they will receive less effort because they have wide support and have a high likelihood to succeed. There are efforts that will require greater effort and energy from staff and consultants due to the impact for future city activities and where Ann Arbor leadership may be essential to success. This includes strengthening EGLE, pedestrian safety, and housing affordability efforts among others. There are other priorities where we need put effort into our understanding of the positions of other key stakeholders before there is action. This includes split rate property taxes, rent control repeal, and some election measures among others. There is legislation introduced or ready for introduction that addresses other legislative priorities. Legislation has been prepared for polluter pays, plastic bag regulation, safer speed limits, and source of income discrimination in housing. UNFINISHED BUSINESS INFORMATION/UPCOMING BUSINESS PUBLIC COMMENT There were no members of the public in attendance either in person or on the telephone. ADJOURNMENT Councilmember Watson moved and Councilmember Harrison seconded to adjourn the meeting at 4:52 pm. The motion was approved with a show of hands.
