CALL TO ORDER
Councilmember Harrison, as acting Chair, called the meeting to
order at 4:17 p.m.
Members in attendance: Chairperson Harrison, Councilmember
Song, and Councilmember Watson
Members in attendance b.y phone and non-voting: Councilmember
Eyer and Councilmember Radina
Guests in attendance: Andrea Cascarilla of Dykema Gossett PLLC,
Ryan Stanton, Elizabeth Nelson, and a caller by phone
Staff in attendance: Deputy City Administrator John Fournier, City
Attorney Atleen Kaur, and Executive Assistant Kelly Reynolds who
recorded these minutes.
APPROVAL OF AGENDA
Councilmember Watson moved and Councilmember Song
seconded to approve the agenda as presented. The motion was
approved unanimously with a show of hands.
APPROVAL OF MINUTES
Councilmember Watson moved and Councilmember Song
seconded to approve the minutes of the January 19, 2023 Council
Policy Agenda Committee. The motion was approved unanimously
with a show of hands.

NEW BUSINESS
1 Legislative Update
Deputy City Administrator John Fournier and Ms. Cascarilla
provided a legislative update about legislative activity at the state
and federal levels.

2 Infrastructure funding priorities and requests
Mr. Fournier provided an update on city requests for
Congressionally Directed Spending for the FY24 budget.
Applications are being completed. Projects were selected for
submission based on availability of other funding sources and
readiness. All were drawn from the updated infrastructure agenda.
3 Discussion of Policy Agenda Committee enabling resolution
Mr. Fournier explained that updates are needed to the enabling
resolution of the Council Policy Agenda Committee. The change
that has been suggested by the Clerk's Office is the removal of
named council members and replacement with language that
reflects that members are appointed consistent with council rules.
Mr. Fournier suggests updated language to reflect that the Council
Policy Agenda document will be prepared and coordinated with the
legislative calendar.
Mr. Fournier will distribute the language to the group following legal
review.
Councilmember Watson moved and Councilmember Song
seconded to support the changes and to recommended them to
Council.
The motion was approved unanimously with a show of hands.
4 Discussion of Federal Building site and Town Center proposal
As a follow-up to Council requested action, Mr. Fournier indicated
that the GSA has acknowledged the city's interest in the Federal
Building and is willing to begin a conversation. Mr. Fournier added
that this is likely beginning a long process.

ADJOURNMENT
Councilmember Song moved and Councilmember Watson
seconded to adjourn the meeting. The motion was approved with a
show of hands.
The meeting adjourned at insert 4:44p.m.
