CALL TO ORDER
L. Jackson called the meeting to order at 6:04 p.m.
ROLL CALL
Present all participating from Ann Arbor, Pittsfield Township, and
Handover, MI
Present 9- Jude Walton, Lisa Jackson, Mohammad Othman, Frances
Todoro-Hargreaves, Bonnie Billups, Ali Ramlawi, Anan
Ameri, Stefani Carter, and Makiah Shipp
Absent 2- Linh Song, and Sarah Burch

APPROVAL OF MINUTES
21-1194 ICPOC April Meeting Minutes
A motion was made by M. Othman, seconded by B. Billups, that the
Minutes be Approved by the Commission and forwarded to the City
Council and should be returned by 7/19/2021. On a voice vote, the
chair declared the motion carried.
21-1195 ICPOC May Meeting Minutes
A motion was made by M. Othman, seconded by B. Billups, that the
Minutes be Approved by the Commission and forwarded to the City
Council and should be returned by 7/19/2021. On a voice vote, the
chair declared the motion carried.

NOMINATE ICPOC CHAIR AND VICE CHAIR

Oversight Commission
A motion was made by M. Othman, seconded by B. Billups to nominate
L. Jackson as Chair and Frances Todoro-Hargreaves as Vice Chair. The
motion carried on a voice vote. L. Jackson and Frances
Todoro-Hargreaves were reappointed on a voice vote.
NEW BUSINESS
POTENTIAL ORDINANCE CHANGES
L. Jackson reported on the proposed changes to ICPOC Ordinance. 1.
Independent power to choose who sits on the commission to maintain its
integrity. ICPOC will interview applicants who best serves the
commissions needs and make recommendations for Council liaisons 2.
Request to increase the number of Information Managers to the
complaint review team to 5 to support tracking data, patterns and
practices. 3. To review complaints in tandem with the AAPD before
investigations are completed. L. Jackson will send commissioners a
copy of the Ordinance. Please send any questions or suggestions, by
Monday, June 28, 2021. Recommendations will be returned to City
Council and City Attorney's Office.
NEW COMMISSIONER SELECTION
L. Jackson gave an update on new commissioner's and the selection
process. L. Jackson will send commissioners application packets to
select the top 3 candidates. Commissioners will participate in the
interview process.
ANNUAL REPORT
L. Jackson discussed there are several pieces to the Annual Report still
needed. Request for outreach committee to send the date Bus Posters
went into circulation. And reports are due from the AAPD. Please send
all information to L. Jackson by Wednesday, June 30, 2021.
REPORTS FROM COMMITTEES
M Othman reported on the presentation given by Washtenaw County
Prosecutor Eli Savit to the CREW Study Group about his office's reforms
and initiatives. M. Othman discussed the conversation with Joseph
Farrell from the 15th District Court.

Commissioners congratulate B. Billups on the 50th Anniversary of
Peace Neighborhood Services.
L. Jackson expressed her gratitude for the commissioners and the
community participation at May's ICPOC meeting at Liberty Plaza. To
support Public Safety in Ann Arbor.
PUBLIC COMMENT
No public comments were brought before the commission.
ADJOURNMENT
B. Billups moved to adjourn the meeting, seconded by M. Othman.
