B ROLL CALL Present: 4- Peter Woolf, Alexandra Cacciari, Holly Parker, and Lisa Young Absent: 1- Jeff Nemeth C APPROVAL OF AGENDA Approved as presented D FIRST PUBLIC COMMENTARY (AGENDA ITEMS ONLY) - (3 Minutes per Speaker) Anne Shepphard - artisan vendor - In favor of integrating the artisan vendors with producers. We should control the percentage of each type when we admit new vendors, not when changing from daily to annual. At least allow artisans here 20+ yrs to move to annual, but best if totally integrated. Debbie Marx - artisan vendor - Attended market 27 years. 3 open stalls should go to artisans and the list should be blended. Allow artisans 2 permanent stalls. Christine Schopieray - artisan vendor - Has been a vendor for over 2 decades and doesnt have a permanent space. All vendors should have equal treatment. Karlene Goetz - vegetable vendor - Rules should stay the same, w/ cap of 12 artisans w/ annual stalls. In the past artisans had to remain behind ALL dailies, so their circumstances have improved at market. Also not all producers have 2 stalls side by side. artisan comments Received and Filed City of Ann Arbor Page 1 Public Market Advisory Commission Meeting Minutes January 17, 2019 artist seniority market letter Received and Filed J&T Todosciuk Farms Letter Received and Filed E APPROVAL OF MINUTES OF PREVIOUS MEETINGS November 15, 2018 PMAC Meeting Minutes Approved by the Commission and forwarded to the City Council due back on 2/28/2019 F PRESENTATIONS G REGULAR BUSINESS (AGENDA ITEMS) Artisan vendors Commission requests staff to return next month with a list of recommendations for 4 key issues regarding artisan vs producer vendors: - Artisans allowed 1 annual stall vs 2 permanent stalls - Integrating artisan list with daily list vs keeping separate - What to do with 3 unassigned stalls - Raising current stall limit to 4 for producers Also commission asks staff to explore best practices at other markets and how they treat artisans vs producers Current rules regarding artisan vendors Market infrastructure Commission requests staff to clarify project cost and budget for the market infrastructure project at next meeting Commission requests staff to get quote for assessing the current structure's foundation, so that we will know what's needed to install City of Ann Arbor Page 2 Public Market Advisory Commission Meeting Minutes January 17, 2019 sidewalls Commission requests staff to get quote for electrical overhead radiant heat. We need to be careful about how spending on new projects affects budget for the proposed building Altech Radiant Heat (gas) bid Received and Filed transfer of seniority procedure&rules Transfer of Seniority - Our Family Farm Motion to forward to Community Services Director with recommendation to approve request for transfer of seniority for Our Family Farm, from John Hochstetler to wife Lois Hoshstetler. Yearly Meeting Calendar 2019 Approved PMAC 2019 Officer Ballots Vote and move to appoint Alex Cacciari as Chair and Peter Woolf as vice chair H NEW BUSINESS (NON-AGENDA ITEMS) I REPORTS End of Season Report 2018 Received and Filed Market Manager Report Received and Filed City of Ann Arbor Page 3 Public Market Advisory Commission Meeting Minutes January 17, 2019 J SECOND PUBLIC COMMENT (NOT LIMITED TO AGENDA ITEMS) Bruce Upston - orchard vendor - If installing heat, it makes more sense to install all along main aisle instead of first section. Karlene Goetz - produce vendor - Attendance this year was down a little because of construction. We need a good advertising campaign, more special events for families and kids, health fair, holiday celebratiobs. Recruit new vendors and ask ones that have dropped out why. Way to sign in electronically ahead of time. Debbie Marx - artisan vendor - We need to integrate artisans and give them two stalls Anne Shephard - artisan vendor - Artisans are the only category singled out for unfair treatment. Changing the status won't change who is at market on any given day, jut what's on paper Christine Schopieray - artisan vendor - Segregation with vendor types should become obsolete L ADJOURNMENT Commissioner Cacciari adjourned the meeting at 6:57 pm All persons are encouraged to participate in public meetings.
