Roll Call Transportation Commission Kayla Coleman called the roll. Non-voting Commission members: Raymond Hess, Nicholas Hutchinson, Lieutenant Mike Scherba Non-voting Commission members absent: Steve Dolen, Liz Margolis, Ben Stupka Attending staff, presenters and guest speakers: Eli Cooper, Stacey Meekins (Sam Schwartz) Present: 9- Linda Diane Feldt, Bradley Parsons, Timothy Hull, Julie Boland, Molly Kleinman, Bret Hautamaki, Bryan Smith, Erica Briggs, and Wonwoo Lee Absent: 2- James Summers, and Areli Balderrama INTRODUCTIONS Sarah Mills provided an overview of the agenda. APPROVAL OF AGENDA (Both Commissions) City of Ann Arbor Page 1 Transportation Commission Meeting Minutes - Draft April 20, 2021 A motion was made by Planning Commissioner Disch, seconded by Transportation Commissioner Hull, that the Agenda be Approved. On a unanimous voice vote, the Planning Commission Chair declared the motion carried. Stahlberg – home occupation regulations Unidentified Caller – Government and community relationship Garber – Healthy Streets NEW BUSINESS (Public Hearing Items) Public Hearing: Cole – Jackson - Huron corridor Deck – Distracted Driving, Bike Facility Continuity, B2B trail Westphal – Lane configurations and roundabouts Garber – Carbon neutrality, personal mobility Lipson – Safety, street lighting Letaw – Enforcement Clark – Carbon emissions Vasques – Greenhouse gas emissions, pedestrian and bicyclists spaces 21-0774 Ann Arbor Moving Together Towards Vision Zero - City of Ann Arbor Comprehensive Transportation Plan - Adoption of Plan as part of City Master Plan (Transportation Commission and Planning Commission Actions) Commissioner questions and comments included: • Tree impacts • Equity/equitable • Traffic volumes • Motorcycles • Community engagement lessons learned • Plan adopted process, edits City of Ann Arbor Page 2 Transportation Commission Meeting Minutes - Draft April 20, 2021 • AAATA service: Sunday and holiday • MDOT • A2 Be Safe Program evaluation/expansion • A2 Zero alignment A motion was made by Councilmember Briggs, seconded by Lee, that the Ann Arbor Transportation Commission recommends that the City Planning Commission and City Council adopt The Ann Arbor Moving Together Towards Vision Zero – City of Ann Arbor Comprehensive Transportation Plan as an element of the City of Ann Arbor Master Plan, and repeals the previous documents that this update replaces the The Ann Arbor Transportation Plan – 2009 and The Non-Motorized Transportation Plan – 2007 and Update 2013. This motion shall be forwarded to City Council and should be returned by 6/7/2021. On a unanimous voice vote, the Transportation Commission Chair declared the motion carried. OTHER BUSINESS 21-0775 Healthy Streets (Transportation Commission Action) Commissioner questions and comments included: • Feeder street reminders • Packard bike lane • Paint and post • Street width • Broadway bridges A motion was made by Hautamaki, seconded by Boland, that the Transportation Commission recommends the ‘Resolution to award contract to the appropriate bidder for the 2021 Healthy Streets Deployment; and to Appropriate the necessary funds from the Major Street Fund Operations and City of Ann Arbor Maintenance Budget and from the Minor Street Fund Operations and Maintenance Budget' be Approved by the Commission and forwarded to the City Council and should be returned by 5/3/2021. On a unanimous voice vote, the Chair declared the motion carried. 21-0776 Reconsideration of Amendments to Modify Home Occupation Regulations in Section 5.16.6.H of Chapter 55 Unified Development Code for City Council Approval. (Planning Commission Action) Planning Commission discussion and action. No Transportation Commission involvement in this item.
