Update From the Mayor December sure has been a busy month, and it’s only the 12th But let me bring you up to date on some exciting developments. • 1st – thank you to all who attended the City Hall Open House. • We collected a large amount of canned food which we donated to a local food bank Also …The Eastport Yacht Club Parade of Lights was a huge success and I enjoyed being a part of the event In case you didn’t hear … the City of Annapolis was given very good ratings from the 3 major rating agencies, Fitch, Moody’s and Standard & Poor’s: City of Annapolis Page 2 Printed on 1/11/2017 City Council Regular Minutes - Final December 12, 2016 • Moody's gave us its second upgrade in the past two years – while we remained a Double A 2 rating, our outlook was upgraded from Stable to POSITIVE. • Meanwhile…While Fitch and Standard & Poor’s affirmed our AA+ rating and stable outlook • Fitch cited the city’s ability to maintain strong financial resilience throughout economic cycles given its superior inherent budget flexibility in the form of revenue and spending control. • Fitch also pointed to the city’s demonstrated commitment to restoring reserves to within its policy level of 10% of governmental spending during periods of recovery. • Meanwhile, Standard & Poor’s views the city's management as very strong, with financial policies and practices in place, indicating financial practices well embedded, and likely sustainable. • Standard and Poor’s also cites the fact that Annapolis has adopted a number of formal financial policies and practices, helping to solidify its sound financial position and conservative management practices. • And finally, Moody’s said that they acknowledged the city’s recently improved financial position, supported by proactive management and conservative budgeting, despite a planned reduction in reserves. • The rating also reflects the city’s sizable and diverse tax base with institutional presence, above average demographic profile, and manageable debt burden. IN OTHER CITY NEWS…. • The City of Annapolis has been awarded $200,000 in Community Legacy funds from the Maryland Department of Housing and Community Development to help defray construction costs for the new Light House Bistro, located at 202 West Street. • I had the opportunity to be part of the ground breaking celebration for the new Culinary Bistro and I know this money will go to help support this self-sustaining, revenue generating project. • This is such an incredible project and I am enthusiastically waiting for the Bistro’s mid-January opening. • The Light House, a homeless prevention and support center, is repurposing its former downtown Annapolis shelter to create an advanced culinary training center for graduates of its culinary arts job training program, Building Employment Success Training (B.E.S.T.). • It will include a 50-seat bistro with a full service menu, a coffee bar staffed by Baristas and a Gourmet Grab ‘n Go and will serve as home for The Light House B.E.S.T. Catering company. Four permanent supportive housing units will be located on the second floor for former Light House residents. Finally, Military Bowl is Tuesday, December 27 at Marine Corps Memorial Stadium where the Temple Owls take on the Wake Forest Demon Deacons at 3:30 on ESPN • Parade ahead of time with Clydesdales I KNOW THAT THE HARBOR LINES is up for a vote tonight, but I want to talk about what I plan to do in the future because the legislation drew attention to the NEED for a comprehensive review of the Harbor lines. • I have directed P&Z and the Harbormaster to work together to create a plan to review all the harbor lines and legally reorganize a chart. Also using a GIS system NAD 83 to do a comprehensive overview of the lines • Also, doing a safety video for water safety with the Harbormaster Presented.
