Update from the Mayor Mayor Gavin Buckley City Council Remarks 13 December 2019 – 7 p.m. City Council Chambers Good evening! Tonight is the final City Council meeting for 2019. I’d like to first take a moment to thank all of the residents of our City who have come out to participate in City sponsored events, to those who have come to City Council to offer public testimony, to those volunteers who helped us make so many exciting and engaging activities and programs for people from all wards of our city. Good government can only come from an active and engaged community. We may not always act like we are happy to see a chamber full of people who feel a passion for civic engagement, but at the heart of all of our City government actions, your input and involvement is key. So, if I haven’t said it before, I’ll say it now: thank you. == On the occasion – once again – of gun violence, we need to take moment for two victims from our community. Before we do that, I want to talk to you again about the impact of these shootings on our young people. Last Wednesday, in the early morning hours, two young men were the victims here in the City. One of them, a 15-year-old, was shot and wounded. The second, an 18-year-old, was shot and killed. His name is Sandy Campos. We had an opportunity to meet with and hear from community members who have been impacted by this tragic event at an event organized by Alderwoman Sheila Finlayson and Police Chief Edward Jackson. Both were students at Annapolis High School. Our school community is hurting. The families of both the wounded and the deceased are scared and heartbroken. Young people are walking around with the scars of having known another young person who was taken from us far too soon. There is a Go Fund Me page to help support the funeral expenses for the young and gone-too-soon Mr. Campos. In another incident, this one in Pensacola Florida, on a military base where there are probably a number of “good guys with guns,” a 23-year-old Naval Academy graduate was shot and killed in what now appears may be an act of domestic terrorism. Ensign Joshua Watson was part of our Naval Academy family, a member of our community from his plebe summer until commissioning earlier this year. He had a promising future as a Navy pilot. I have said this before, and I will say again it tonight: no problem is ever resolved in a better way with a gun. Please lay down your weapons. Please find better ways to resolve conflict. Let us move forward with kindness in our hearts toward one another. Let us now take a moment of silence in memory of Sandy Campos and Ensign Joshua Watson. == Thank you. == Department of Planning Director Sally Nash has asked me to give a shout out to Theresa Wellman and John Tower for their work on securing a $200,000 grant for the Masonic Lodge. This is another component of our work toward enriching the City of Annapolis Page 2 Printed on 1/14/2020 City Council Regular Minutes - Final December 9, 2019 Clay Street corridor and community. The funding, for Universal Lodge #14 will go toward exterior repairs. The 140-year old building is important to the city's history, because the lodge and its members contributed in a significant manner to the fabric of the Clay Street community, especially in the 1960s. The last major renovation of the building was in 1956. == We will be getting a new City Attorney a little later this evening. It has been a bit of a wild ride this year for our Office of Law. We lost our City Attorney in the spring, then we got a replacement who was so good that, just a few weeks later, she was drafted to return to Anne Arundel County. In the interim of those – and tonight’s – appointments, Kerry Berger has stepped up to serve at these meetings while she continues to handle her regular legal caseload. Thank you Kerry, your advice and counsel to this body is valued and we are so happy that you have approached the role to lend your expertise, legal knowledge and most of all, good humor. We know as Mike Lyles gets comfortable in the role, you’ll continue to be foundational to the ongoing function of the office. I hope after he’s settled in, you get to take a nice long exhale, and maybe a vacation or something. Let’s hear it for Kerry Berger. Thank you. == Stephen Rice, our Economic Development Manager asked me to remind everyone to use the hashtags for our shop local campaign. There are about 1,000 of these on Instagram these days. They are: • #LoveAnnapolis • #ShopAnnapolis == This leads me to remind you about some of the events and activities happening around the city in the next couple of weeks: • Saturday, Dec. 14 the Mayor’s office will be celebrating the one-year anniversary of the Naptown Anti-Dope Movemeant and hosting a toy drive. • Midnight Madness is this Thursday and next, that’s Dec. 12 and 19. Last week’s was packed and festive and such a beautiful experience. Bring your family and friends down and make some memories! • Winterfest in West Annapolis was this past weekend and will also be running this Saturday and Sunday. It was beautiful and so fun, it is our own European-style holiday market with food and gifts and a joyful atmosphere. • The Parade of Lights from the Eastport Yacht Club is on Dec. 14, pick your favorite spot on either side of Spa Creek to get a look at this great Annapolis tradition. • The Military Bowl and parade – and of course the Clydesdales – are coming to town the week between Christmas and New Years. We found out yesterday that the teams will be North Carolina vs. Temple. I heard that today the North Carolina marching band director got a tour of the parade route so that they know what kind of show to put on. It is an honor for our City to host this game each year. • The City Dock Menorah lighting will be on Dec. 29 at 6:30 p.m. • We’ve got two events that the City is sponsoring to ring in 2020. First, the family-friendly New Year’s celebration. That’s at the Bates Athletic Complex behind Maryland Hall. Starting around 3 there will be lots of activities and at 5:30 early fireworks. Then, at City Dock, we’ll have our downtown celebration with a DJ, then live music. The fun there starts around 8 p.m. At midnight, I’ll count down to 2020 and City of Annapolis Page 3 Printed on 1/14/2020 City Council Regular Minutes - Final December 9, 2019 then we’ll all share in the enjoyment of the New Year’s fireworks show. • All of our City sponsored New Year events are alcohol free, so please, if you decide to partake, do so responsibly. You can drink at local restaurants and hotels, but not at City sponsored events. Thank you. == This brings us to the end of the year and what will be happening in 2020. So many good things are going to drop next year. Many of the items we began or broke ground in the first two years of this administration, including: • The Mayor’s Office is excited to announce that the City of Annapolis has been selected as one of nine sites for a Law Enforcement Assisted Diversion Program for $600,000 over two years. • City Police have hired a new data analyst and an unsolved homicides caseworker to help us move our department forward. In addition to the amazing work our rank and file officers are doing, we have a number of community policing initiatives that are ongoing. • A workgroup of city employees and community stakeholders are looking at a strategic approach to lowering flood insurance premiums for residents and we should have that work and report in mid-year. • We have environmental initiatives like enhanced tree canopy, stormwater management rule implementation, our No Discharge Zone approval by the EPA, continued flood mitigation work at City Dock, preservation and creation of green spaces, electric vehicle charging stations and other resiliency efforts. In April, we will have a celebration marking the 50th anniversary of Earth Day • In Planning and Zoning, we will be undertaking and completing the 2020 Comprehensive Plan, which is a roadmap to land use and development, plus business and economic development initiatives to help lure and keep businesses thriving in the city • We’ve got One Annapolis initiatives that focus on business investment, workforce development and training, academic enrichment, low-income and affordable housing in the city, and addiction support, prevention and treatment. We have a team that is working to bridge divides in communities across our city. On Jan. 30, at City Hall, we will host the One Annapolis Community Engagement Session to further connect Annapolitans to City services and programs. • Public works plans include the rebuilding of Truxtun Park Pool and the tennis courts, resiliency implementation surrounding the “Reimagining City Dock” proposal, the extension of the Poplar Trail, continuation of the fulfillment of the 2011 Bicycle Master Plan for additional pedestrian and bicycle infrastructure, working with BGE on smart city initiatives and, we will talk about this more later in the agenda, the groundbreaking for the City’s new Department of Public Works facility on Hudson Street. In addition, the rebuild of Hillman garage. • We have the City Dock action team proposal which I hope we can get across the finish line because this City can ill afford further delay in ameliorating the impacts of sea level rise and climate change • We have the Eastport and Forest Drive Task Force that will be delivering their findings.
