I think we are getting the hang of these virtual City Council meetings. I appreciate the support of the public while we ALL learn new ways of doing things. Mayor Buckley here! Welcome to the Special meeting of the Annapolis City Council. Annapolis is a remarkable City and a community with a lot of love in her heart. I was fortunate enough to be able to take our Mayor’s office staff to Pip Moyer early this morning to unload 9,000 pounds of food - a tractor trailer full of groceries - from the Maryland Food Bank. This food was sorted and handed out to people in need in our community. We packed up groceries, including fresh produce and meat. City of Annapolis Page 1 City Council Special Minutes - Final April 27, 2020 This effort was organized by the Light of the World Ministries and Pastor Sheryl Menendez with the help of the Office of Emergency Management. In addition, Feed Anne Arundel gave away prepared meals so folks could return home and have a delicious hot lunch or dinner from a number of fantastic restaurants in and around Annapolis. I drove by a little before 2 p.m. today and the line snaked all the way down Hilltop to Primrose. That is nearly a mile lineup of cars. They served 618 families and 1,760 meals. It wasn’t enough. The demand is overwhelming. Please contribute to the food bank if you have the means. This crisis is going to the heart of the basic necessities we need to survive: ability to pay the rent, to afford utilities, to put food on the table. Your generosity is appreciated. I want to thank all of the volunteers and all of the restaurants who are doing so much during this unprecedented time. == I know that this is a hard and difficult part of our journey right now. Whether you are working as an essential worker, putting your health on the line to help others as a first responder or grocery clerk or bus driver, this is very trying. If you are out of work or your business has closed and you don’t know what tomorrow holds, I want to acknowledge that difficulty as well. There is a lot of uncertainty. == We need you to stick with it in order to get to the other side. Please. Stay home as much as possible. Wear a face covering when you go out. Wash your hands thoroughly and frequently. Practice social distancing. == We don’t know what happens next, but we can work toward goals so that we have control over how the future looks in our City. == I want to tell you about some initiatives. We have our Small Business Recovery Task Force. There are nearly four dozen members of this appointed group, all businessmen and women from around the City, representing all kinds of business ventures and situated in every ward. They are helping us to find a path forward, and also to assist businesses in the immediate and intermediate future. So far, they have held four online seminars. These events, hosted by consultant Patrick Shurney, have focused on answering questions about the complicated grant and loan processes, what’s available and what’s closed, what’s coming online in the CARES Act and other federal and state actions. Let me read some comments about the seminar: From Derek Williams: “What a really informative meeting today. It’s good to know I’m not alone in the process.” Tina Hinchman, said: “Thank you so much. I almost canceled and didn’t attend, thinking I am not going to be able to get any help. Even if it’s only $1,000, it helps!” John Brock said: “Thank you very much for the conference call today. The call was very helpful, but almost more importantly, I finally felt that someone was listening.” I encourage you to sign up for the email blasts from the City’s office of Economic Development so that you’ll know when future events take place. You can find them on our website at www.annapolis.gov. == Next, we’ve been holding a series of Town Halls, every other Thursday at 4 p.m. First we talked health initiatives and businesses. Then we talked about food and mental health resources. Last Thursday we had a number of young people join us to talk about their City of Annapolis Page 2 City Council Special Minutes - Final April 27, 2020 experience in the pandemic. I want to thank all of the participants. For all of the young people who joined us, we have City Council citations to thank you for playing a part in helping people understand the pandemic’s impact from a youth perspective. Check your mailbox. == Speaking of youth, right now Maryland State Superintendent of Schools Karen Salmon has extended school closures until May 15. In the meantime, students are expected to be distance learning. Students are asked to visit the Google Classroom portals for each class in their schedule. Students are being asked to complete one assignment per subject that is graded per week. Please contact your school or your child’s teacher if your child is having difficulty getting connected. Anne Arundel County Public Schools is distributing Chromebook laptops to students and they are working with vendors to provide wifi and locations to create hotspots. If you are still having unmet technology needs you can get the “Learning on the Go” sheets for your child at any daily meal pickup site . A reminder: Schools continue to offer three grab and go meals each day for any child. Please visit any of the pickup locations in the county. You do NOT need to go to your child’s home school, but you do need to have your child with you. For more information visit aacps.org. == I want to express appreciation for Alderwoman Elly Tierney and the City staff who volunteered to sew masks for our essential city workers. These include Karen Steele, Tricia Hopkins, Felicia Nolan, Miguel Dennis, Michele Cross, Joann McCann and Christina O’Neil. Alderwoman Sheila Finlayson donated fabric. This is how we show our community coming together and making a difference that really counts. We have got to slow the spread of this virus, and wearing a face covering is a vital and meaningful way to do just that. Thank you all of you. == Next, a shout out to Adonis “Grip” Bishop, Facility Maintenance Technician for the Department of Public Works, who came up with an innovative design for plexiglass “sneeze guards” for our fleet of buses. These are being installed on City buses in order to protect both the drivers and the public. Thank you Grip! == We’ve been able to hold two blood drives in the City at Pip Moyer Recreation Center. Be on the lookout for more. There is a critical blood shortage. You can also give at Anne Arundel Medical Center. There is a prescreening process by phone and all blood donations are by appointment only. No site is accepting walk-ups. Please call the Red Cross or AAMC. == Speaking of walk-ups, today we also held another of our Covid-19 pop-up testing sites at Harbour House/Eastport Terrace. From the beginning, I have been pushing for testing because I believe that is the way we get people back to some semblance of normalcy. Today’s testing was a partnership with the Anne Arundel County Department of Health who got us the test kits and swabs. Last week at the Parole Community Health Center, we had 134 people come out for testing – of those 30 percent of tests were positive, 70 percent negative. Check the Department of Health website for testing locations and future pop-up sites in the City of Annapolis. == Finally, a preview of what I know is in our immediate future. We remain under a state of emergency. But that doesn’t mean we can’t have a few Annapolis traditions. May Day is Friday. The Garden Club of Annapolis won’t be awarding ribbons or be out judging May baskets, but we are hoping that residents and businesses participate in this annual tradition.
