Update from the Mayor Mayor Gavin Buckley, City Council Remarks 24 January 2022 - 7 p.m. City Council Chambers Good evening! I want to start out this evening with an acknowledgment of the contributions of C. Edward Hartman who passed away last weekend at age 95. Many knew him as a sailor and attorney. He left an indelible mark on the City of Annapolis, with his work to protect the historic district from large development, his stewardship of Chesapeake Marine, now Watermark tours, the Annapolis Boat shows, and as the founder and builder of the Annapolis Landing Marina. He was a longtime member of the Annapolis Yacht Club. His sons and grandchildren are carrying on the law practice he founded. His daughter, Debbie Gosselin, was until recently the president of Watermark. If we could take a moment of silence to think about his contributions to our City. [moment of silence] Thank you. == At our March meeting, we will be celebrating the 50th Anniversary of Watermark, which was recently sold to Jake and Laura Iverson. == City of Annapolis Page 2 City Council Special Meeting Minutes - Final January 24, 2022 Last week, I was able to attend sessions of the US Conference of Mayor’s 90th Winter Meeting in Washington, DC. It was an opportunity to meet with Mayors from across the country. I want to talk a little about the policy components of the gathering, but I’d like to start by commending their handling of an in-person meeting in the era of COVID. It is a model. First, in order to register for the meeting, everyone had to submit proof of vaccination. Each day, we were tested before we entered the venue. With a negative test, everyone got a wrist band for that day. Aside from when we were actively eating and drinking, we were required to mask up. It was a pleasure to both meet in-person and feel safe about it! The meeting had a number of high-level speakers who talked to us about how we can draw down on Build Back Better infrastructure funds. They included nearly every secretary in the president’s cabinet. Secretary of Labor Marty Walsh talked about jobs and hiring priorities; Transportation Secretary Pete Buttigieg talked about a favorite topic of mine, upgrading transportation opportunities, including a move to electric; HUD Secretary Marcia Fudge talked about creating opportunities to help build community with CBDG grants, which we are taking full advantage of here in Annapolis. She talked about expanding home ownership and the struggles of families seeking moderately priced and affordable housing options. There is a report coming out in a few weeks where HUD is helping municipalities tackle this problem and I look forward to working toward implementing some of the solutions they offer in the report. At the end of the week, we heard from President Joe Biden, who acknowledged the continuing challenge of the pandemic and his work on the rollout of Build Back Better. I know in Annapolis, we are anxious to draw down on those dollars. We have shovel ready projects in our rebuild of Hillman, our flood mitigation and resilience work at City Dock and on Compromise Street as well as plans for our new DPW building, project open space property acquisitions and more. == If I can take a moment to brag on my administration and our efforts to enhance public art in the City, the US Conference of Mayors awarded me and the City of Annapolis the “2022 Public Leadership in the Arts Award” for a city with a population fewer than 100,000. I was joined by Houston Mayor Sylvester Turner who won for a city with a population of more than 100,000 and by Bill Annoutubby, the Governor of the Chickasaw Nation for state arts leadership. Jay Dick of Americans for the Arts will be coming out to Annapolis to present the award before our City Council meeting in the near future, he is just waiting for us to get out of the virtual meeting mode. But I thank Jay and Nina Tunceli as well as Tom Cochran and Mayor Elizabeth Kautz from the US Conference of Mayors for the recognition. It is an honor. == After meeting with these mayors, I know that we are moving Annapolis in the right direction. We have challenges: infrastructure, public health, housing, jobs. But we aren’t alone in facing these problems. One of the things that is great about the Mayor’s conference is that nobody there asks if we are Democrats or Republicans. It is a group that dives into the problem-solving parts of municipal government and that is where we can all give energy and focus to achieve good outcomes. == Speaking of good outcomes, the Government Finance Officers Association of the United City of Annapolis Page 3 City Council Special Meeting Minutes - Final January 24, 2022 States and Canada announced last Thursday that Annapolis was awarded the Certificate of Achievement for Excellence in Financial Reporting for its annual financial report for the fiscal year that ended June 30, 2020. Finance Director Jodee Dickinson and her team earned the award through a tireless effort to bring transparency to City finances. As you all know, this award follows two consecutive credit rating upgrades for the City including a bond rating from Moody’s Investor Service and a Fitch ratings upgrade. When I came to City government, I wanted every outlay to be accounted for through a trackable process. That work has been a significant accomplishment for the City and for our taxpayers. These awards and credit upgrades show our efforts to bring the budget process in alignment with modern accounting processes has been worthwhile. Thank you to Jodi and the team! == Next, I want to talk about something that is not a positive: I was alerted earlier today to something I find disgusting and disheartening. Along Tyler Avenue - and that may not be the only location - but residents in that area began calling my office to report antisemitic literature drops. Annapolis Police are investigating and we have put a watch on local religious institutions. It is sad that there are people coming into our community distributing this hateful disinformation. I have spoken with the police chief and this will not be tolerated. Annapolis Police ask if you receive these flyers to contact APD. If you have doorbell camera footage of the persons or vehicles dropping this literature, please contact APD to share. Annapolis is a diverse, loving, inclusive and caring community. Acts of hatred and bigotry will not find a home here. == The last item I’d like to bring to your attention is the upcoming speaker series “Black Annapolis: a Black History Month Conversation.” My office is presenting with the Anne Arundel County Public Library, Michael E. Bush branch library on West Street. On consecutive Tuesdays, we will present both in-person and virtually a conversation on four issue areas: economics, education, elections and entertainment. On Feb. 1, we’ll look back at the Past. On Feb. 8, the present, and on Feb. 15 the future. On the last Saturday of the month, that’s February 27, we will have a Black Wall Street business expo at the Pip Moyer Recreation Center featuring adult and youth African-American business vendors. The evening talks at the library are from 6 to 8 p.m. and will be archived on the City’s facebook and Youtube channels. The business expo at the Rec center will be from noon to five.
