Chambers, Jr. City Council Chambers Regular Meeting Call to Order Mayor Buckley called the Regular Meeting to order at 7:00 pm. Invocation Given by Alderwoman Finlayson. Pledge of Allegiance Led by Mayor Buckley. Roll Call Tonight's roll call began with Alderman.Savidge. Alderman Gay attended the meeting virtually. Alderwoman Pindell Charles left the meeting for the evening at 7:31 pm. Alderman Schandelmeier moved to suspend the rules to amend the agenda to ADD R-54-23 Noah Hillman Garage Parking Concession Agreement on First Reader. Seconded. DEFEATED on voice vote. Update from the Mayor Mayor Gavin Buckley City Council Remarks 7 p.m. - 9 October 2023 City Council Chambers Good evening. We have sad news to start out with tonight, Mark Seidel, who retired from Annapolis Police in 2021, died unexpectedly late last week. Captain Seidel began his public safety career in Annapolis in 1993. He served with distinction throughout his career and was commended many times. One stand-out story is the time he was following a tow truck, when a vehicle crossed the center line and struck the tow truck head on. The crashed vehicle immediately burst into flames with the unconscious driver locked inside. Then-officer Seidel used his baton to break the window and rescue the driver, saving his life. Annapolis Police will share Captain Seidel’s funeral arrangements when they become available. Our thoughts and love are with his family during this time. To his fellow officers at APD, we know you are also feeling this loss. If you need to talk to someone, please reach out to your support network, the peer support team, or the City's Employee Assistance Program. Let’s take a moment of silence to remember Capt. Seidel and to hold his family in our hearts. [Moment of Silence] == This past weekend, the Annapolis Boat Show held a very successful powerboat show. It was great to see the new Hillman Garage full on Friday for this huge event, and now we are all looking forward to the Sailboat Show which will take place from this Thursday to Sunday. == This Thursday evening at Eastport Community Center, Alderman Gay is hosting a community meeting for the residents of Eastport Terrace and Harbor House to share their feedback and ideas about resources, public safety and issues of concern within their community. For more information, please reach out to Alderman Gay or Alderman Arnett. == The great pumpkins have arrived in Annapolis! This is a fun tradition, now in its fourth year bringing enormous, “GREAT” pumpkins to downtown. They are a perfect backdrop for fall social media moments with family and friends. The pumpkin locations for this year include: the Graduate Hotel, Annapolis Visitor Center, St. Anne’s Episcopal Church, Maryland Inn, State Circle, Market Space, Annapolis Waterfront Hotel and this year in Eastport at Boatyard Bar and Grill. Our Mayor’s office softball team will compete against the Drug Free All Stars for the Mayor’s Cup. There will be resources, food & drink, sports clinics and fun for the whole family. We hope to see you there! ● On Saturday, Oct. 21 from 2 to 9 pm, the Inner West Street Association will host their annual Fall Fest on West Street with live music, activities for children, outdoor dining and more. ● The Maryland Avenue Fall Festival takes place on Sunday, Oct. 22 from 10 AM to 5 PM. This is a free street festival with arts, crafts, antiques, live music, food trucks, activities for children, and more. == On Saturday, August 26 the rescheduled Old Fourth Ward Unity Day will take place at People’s Park from noon to 9pm with music, arts, vendors, children’s activities, food and more. As you know, the Old Fourth Ward is an historic African-American community. Make sure you visit the historic signs and markers that help to explain the significance of the area including at Asbury United Methodist Church, Annapolis City Gates, Marion Warren’s photographs, the Foot Soldiers/March on Washington monument, and the Clay Street Community montage among others. == A little further afield stay tuned for three events, all taking place on October 28: ● First is Trunk or Treat starting at 10 AM to 2 PM at Pip Moyer Recreation Center parking lot. Come dressed in costume, decorate your vehicle and open your trunk for children to trick or treat. There will be hayrides, food trucks, and more. ● Day of the Dead will conclude our Hispanic Heritage Month celebrations. That festival is from 3 to 8pm at Maryland Hall and is hosted with the City of Annapolis. There will be Latin American food and drinks, live performances, skull candy face painting, and more. ● And also that Saturday is the rescheduled Kunta Kinte Festival at City Dock from 11 a.m. to 6:30 p.m. with music, dance, arts and crafts, food, activities for children, and more. PUBLIC HEARINGS O-27-23 City of Annapolis Electrical Code Update - For the purpose of updating the City of Annapolis electrical code to current National Electric Code standards as published by the National Fire Protection Association, 2020 Edition, and the National Electrical Safety Code, 2023 Edition; and generally related to the city's electrical code. O-29-23 Food Truck Parking and Mobile Food Service in the City of Annapolis - For the purpose of allowing mobile food service vendors, also called "food trucks," to park for food service outside the historic district on private, non-residential property and public property if they have the property owner's permission; requiring food trucks to limit noise, pick up trash and not block public accessways; general copyediting of the code section; and generally related to mobile food service vendor requirements. LEGISLATIVE ACTION Second Readers R-46-23 Tucker Street Boat Trailer Permit Non-resident Fee Increase - For the purpose of increasing the fee for non-residents to launch boats from the Tucker Street launching facility; and generally dealing with boat trailer permit fees. Alderwoman Finlayson moved to adopt R-46-23 on second reader. Seconded. A roll call vote was taken.
