PETITIONS, REPORTS & COMMUNICATIONS City of Annapolis Page 2 City Council Special Meeting Minutes November 12, 2024 Update from Mayor Good evening. Thank you for joining us and tuning in. Can you believe we have just three meetings remaining before the end of 2024? I want to start out tonight by congratulating Congresswoman-elect Sarah Elfreth and Senator-elect Angela Alsobrooks who will be heading to Washington in January to fight for all Marylanders. Here in Maryland, the results of this election show that voters continue to value human rights and the fundamental freedoms of inclusivity and equity. That is true here in Annapolis, where we will continue to stand up for the most vulnerable in our community and fight for all residents to be seen, heard and valued. I have always believed in the power and importance of acting locally and I will always extend my hand and work with people of good faith, regardless of background or politics, for the good of our community. I thank my Council colleagues for their partnership and the progress we have made on so many important issues and projects over the past seven years. We can and will continue this work because the values of liberty, equality, and justice are the beating heart of the American experience. == Speaking of acting locally, there are a number of events and programs coming up that all residents can be involved in. Coming up this Thursday, November 14th the Department of Recreation and Parks is hosting a public meeting on the redesign of the Truxtun Park Skate Park. The meeting starts at 6 p.m. and is open to the public. We’d love to hear from you! == On Saturday November 23rd, the Annapolis Police Department will host a second gun turn-in day, building on the success of the first gun turn-in day earlier this year. If you have unneeded or unwanted weapons you want to remove from your house and properly dispose of, simply drive up to the station at 199 Taylor Avenue between 10 a.m. and 2 p.m. on November 23 and an officer will come to your vehicle and remove the unloaded weapon from your trunk. == 1 Looking ahead to the holiday, I’d like to extend an invitation to our residents, businesses and visitors to attend the annual Holiday Open House at City Hall from 5 to 6:30 p.m. on December 5 - the first night of Midnight Madness in downtown. I always enjoy greeting residents here in the Council Chamber and this year will be extra special because it will be the last time I host our Holiday Open House as Mayor. To mark the occasion we are going to take it up a notch with great food, some champagne and lots of good cheer to usher in the holiday season. I hope to see you there! == City of Annapolis Page 3 City Council Special Meeting Minutes November 12, 2024 Speaking of holiday cheer, the City is again sponsoring free holiday parking in downtown. It starts on Black Friday and will run through New Year’s. To get two hours free at metered spaces, use the ParkMobile app, website or toll-free number, which is posted on signage around downtown. No code is required. With ParkMobile app or web, you can always add more time to extend your stay right from your smartphone. We’re also offering one hour free parking at Hillman Garage this holiday season. Other parking programs include ‘Residents Park Free’ and ‘Park, Shop and Dine’ at all four city garages. It’s also easy to get around downtown this holiday season on the free Magenta Shuttle and, on the weekends, you can use the free electric 10-minute trolley to reach destinations in Eastport and Maryland Avenue, weather permitting. The e-trolley is not only convenient and quiet, it is part of our 100% electric program to help people get around without relying directly on fossil fuels. Additionally, we have dozens of holiday events and activities in Annapolis, including Small Business Saturday on November 30th after Thanksgiving; the Chocolate Binge Festival on Dec. 1st; and the Grand Illumination also on Dec. 1st. That leads us into the three nights of Midnight Madness on consecutive Thursdays: Dec. 5th, 12th,and 19th. For more on the events and activities taking place in Annapolis over the next six weeks, visit www.Annapolis.gov. Lastly, as a reminder, City offices will be closed for both Thanksgiving and Friday the 29th. There will be no bus service on Thanksgiving, but on Friday, transit will operate on a normal schedule. The Pip Moyer Rec Center and Stanton Center are both closed on Thanksgiving. The next day, Pip will operate on regular hours, but Stanton Center will be closed. 2 = Oh! And Alderman Arnett, it’s good to have you back tonight, especially after Eastport’s bitter loss at the tug of war - for a third year in a row. Special Exception Established. A special exception shall be deemed to be established upon the issuance of a use permit for the special exception use. B. Expiration of Special Exception Not Established. 1. In any case where a grading permit or building permit to implement the special exception use has not been established within two years after the date of the granting of the special exception, a major modification to the special exception, a minor modification the Director deems significant, or an extension of the special exception prior to the adoption Ordinance O-33-23 the special exception shall expire. 2. The Board of Appeals, in its discretion and upon a showing of good cause, may grant up to two successive extensions of the special exception for periods of not longer than one year each; provided that, a written request for each extension prior to the expiration of the special exception. 3. In any case where a special exception use has not been established within four years after the date of granting the special exception, modification of the special exception, or extension of the special exception prior to the adoption Ordinance O-33-23, the special exception shall expire. 4. The Board of Appeals, in its discretion and upon a showing that neighborhood or area conditions surrounding the special exception have not materially changed in a manner which would show that the special exception use at the particular approved location would now have adverse effects above and beyond those effects inherently associated with such a special exception use irrespective of its location within the zoning district, may grant additional extensions of the special exception for periods of not longer than one year each; provided that, a written request for each extension prior to the expiration of the special exception. C. This § 21.26.070(B) shall apply retroactively to all special exceptions approved by the Board of Appeals since January 1, 2020. D. Cessation of Established Special Exception Use. 1. An established special exception expires if the special exception ceases for more than one year after issuance of a use permit for the special exception use; or 2. The Board of Appeals, in its discretion and upon a showing of good cause, may grant up to two successive extensions of a special exception use which has ceased for more than one year provided that, a written request for each extension is filed while the special exception is still valid. D. Destruction or damage of special exception use. In the case of a building or structure that is destroyed or damaged by fire, or another casualty, or an act of God, the Planning and Zoning Director may approve the City of Annapolis Page 14 City Council Special Meeting Minutes November 12, 2024 re-establishment of the use provided that restoration is actively and diligently pursued to completion in a timely fashion.
