That is the beauty of American democracy. We serve and then we go back to leading a regular life. Being Mayor of Annapolis has been the honor of a lifetime and I am beyond grateful for everyone who helped us along the way, from volunteers on the campaign, voters who choose our team, partners at the state, federal and county, and our amazing City of Annapolis staff. I have had a front row seat to the dedication of our staff, from transit operators to police, traffic safety engineers to community support. Thank you all! I also want to thank everyone for last Thursday’s luncheon. First Lady Julie and I were so touched with each speaker and each opportunity to talk with those in attendance. We are grateful to the Banneker Douglass Tubman Museum, the Caucus of African American Leaders and the Annapolis City Council for making that celebration a priority. It was a lovely and beautiful send-off to our time leading the capital city of America’s best state in the union! == Over these past eight years we have had the opportunity to serve our residents in ways big and small. We were thrown some emergencies that nobody could plan for, but we also got to prioritize initiatives we came into office championing: alternative transportation like bike and pedestrian greenways, electrifying our transit fleet and thinking about new ways to move around the city. We got to tackle resilience and relief for businesses on City Dock and built the brand new Mills-Hillman garage. We prioritized regular municipal government actions like dramatically increasing the miles of roads and sidewalks paved and water and sewer mains replaced or relined. We stabilized City finances and just learned that once again the bond market has rewarded our hard work by affirming the City’s highest-ever credit rating. We also got very positive feedback from the ratings agencies on the health of our economy and the future of our finances due to our funding of pension and ensuring reserves are fulling within the parameters reflected. We also got to show residents in all parts of the city that we care. Parades and festivals that celebrate our diversity, new community service and social service work and hundreds of events in communities to lift up our residents. We brought in a new police chief who focuses on community policing. Of course there were moments of disagreement and difficult decisions, but those challenges only strengthened our overall commitment to this City and her residents. On this council are eight men and women who regularly brought forth ideas and fought for what they believed was right. Harry, Karma, Rhonda, Sheila, Brooks, DaJuan, Rob, Ross - alongside former members Elly, Marc, Shaneka, and Fred. This can be a thankless job. I want to acknowledge that what you sacrificed of your time was well worth the effort. We can’t do this work alone. We may not have always agreed, but we all learned from each other and collaborated in ways that improved this City for all residents. To council members who are departing: please stay involved. Remember to vote next Tuesday. I’d like to also thank the people who make these meetings run smoothly. The City of Annapolis adopts the Equitable Public Water Access Plan with the following amendments: a. On page xii, in the last paragraph, strike the last sentence and insert the following: "Potential program partners include non-profit organizations such as the Annapolis Maritime Museum, Blacks of the Chesapeake, the Severn River Association, The Severn Riverkeeper, and Chesapeake Region Accessible Boating (CRAB). The CRAB Adaptive Boating Center on Back Creek is a nationally recognized model of accessible water access, providing specialized programming for people with disabilities, wounded veterans, seniors, and underserved youth. Its inclusion underscores how missiondriven facilities can complement broader public access initiatives while advancing the City’s equity and accessibility goals." b. On page 12, under section 2.1 “Public water access success stories”, insert the following paragraph: "CRAB Adaptive Boating Center (Adaptive Boating Model) — The CRAB Adaptive Boating Center, located on Back Creek, is a purposebuilt, universally accessible facility featuring a raised floating dock, transfer lifts, boarding ramps, adaptive boarding equipment, an accessible learning center, and program boats that enable boating and therapy programs free of charge for people with disabilities, seniors, wounded warriors and veterans, and under-served youth. While most waterfront sites in the region remain inaccessible to many in these groups, CRAB stands out as a flagship facility—setting a new standard for inclusion and equal access to the Chesapeake Bay. Serving approximately 1,800 guests last year and partnering with regional nonprofits to expand opportunities, CRAB demonstrates the incredible strides Annapolis has made in providing truly equal public water access. The City’s investments, alongside private fundraising, make CRAB not only a best-practice example for mission-driven, accessible water access, but also a community asset and a model for others to follow. Having such a premier facility in Annapolis is a testament to our commitment to equity and the belief that everyone deserves the opportunity to experience the therapeutic and recreational benefits of the Bay." c. Remove & replace the existing text for CRAB in 3.5, “Back Creek Sites” with the following: Protect and strengthen mission-specific access at CRAB Adaptive Boating Center — Recognize CRAB’s lease, program purpose, and specialized infrastructure in site-specific recommendations. Prioritize coordination with CRAB on any Back Creek improvements, schedule a formal site visit for Planning staff and the Maritime Task Force, and ensure any public-access changes preserve CRAB’s operational needs and reserved programming for priority audiences. d.
