1. Call To Order
The Chair called the Meeting to order at 6:07 p.m.
Present: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone
2. Legislation before Committee
R-32-14 Considering the Acquisition of Land and Improvements Located at 110
Compromise Street - For the purpose of expressing the sense of the
Annapolis City Council’s consideration of acquiring the land and improvements
located at 110 Compromise Street for a purchase price of $4,500,000.

Alderman Arnett offered background on the resolution, and responded to questions from
the committee. City Attorney Leahy addressed the committee on the legislation.
Alderman Paone raises concerns regarding spot zoning. Alderwomen Finlayson
questioned the time line for the legislation.
Ms. Powell of 517 State Street Annapolis, Maryland spoke in opposition of the
legislation.
Mr. Powell of 517 State Street Annapolis, Maryland also spoke on the legislation.
Alderwomen Finlayson ask the sponsors questions about restrictions. Alderman Budge
spoke regarding grant money for the property. Mr. Tom Lewis of 84 Conduit Street spoke
in favor of the legislation.
Alderwomen Finlayson states that she is not yet ready to vote on the legislation.
Alderwoman Finlayson moved to postpone. Seconded. CARRIED on voice vote.

Abstain: 1- Alderman Budge
R-35-14 Special Event Applications III - For the purpose of authorizing City Council
approval of selected special events per R-14-12, implementing a moratorium on
administrative approvals for events at City Dock; designating specific dates for
the sale of merchandise in the Historic District in conjunction with only the
approved special events; and the reimbursement of full fees to the City for the
cost associated with the other approved events.

The chair opened up the legislation for discussion. Alderman Paone requested that the

Alderman Budge moved to recommend favorably. Seconded. CARRIED on voice
vote.

R-36-14 Taxi Fees and Charges - For the purpose of increasing the authorized
mileage rate charged by taxicabs licensed by the City of Annapolis from $2.00
per mile to $2.50 per mile.

Alderman Budge spoke on the fee rate charged by taxicab drivers.
Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED on
voice vote.
