Chambers Jr., City Council Chambers 1. Call To Order The Chair called the Meeting to order at 6:07 p.m. Present: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone 2. Legislation before Committee R-32-14 Considering the Acquisition of Land and Improvements Located at 110 Compromise Street - For the purpose of expressing the sense of the Annapolis City Council’s consideration of acquiring the land and improvements located at 110 Compromise Street for a purchase price of $4,500,000. Attachments: R-32-14.docx R-32-14 Letter of Intent.docx Staff Report.docx 110 Compromise Existing Lot WMC Zoning 110 Compromise Proposed Subdivision C2 110 Compromise Downtown Examples R-32-14 Fiscal Impact Note R-32-14 Appraisal.pdf Alderman Arnett offered background on the resolution, and responded to questions from the committee. City Attorney Leahy addressed the committee on the legislation. Alderman Paone raises concerns regarding spot zoning. Alderwomen Finlayson questioned the time line for the legislation. Ms. Powell of 517 State Street Annapolis, Maryland spoke in opposition of the legislation. Mr. Powell of 517 State Street Annapolis, Maryland also spoke on the legislation. Alderwomen Finlayson ask the sponsors questions about restrictions. Alderman Budge spoke regarding grant money for the property. Mr. Tom Lewis of 84 Conduit Street spoke in favor of the legislation. Alderwomen Finlayson states that she is not yet ready to vote on the legislation. Alderwoman Finlayson moved to postpone. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Finlayson and Alderman Paone City of Annapolis Page 1 Economic Matters Committee Standing Committee Minutes November 17, 2014 Abstain: 1- Alderman Budge R-35-14 Special Event Applications III - For the purpose of authorizing City Council approval of selected special events per R-14-12, implementing a moratorium on administrative approvals for events at City Dock; designating specific dates for the sale of merchandise in the Historic District in conjunction with only the approved special events; and the reimbursement of full fees to the City for the cost associated with the other approved events. Alderman Paone requested that the whereas R-14-12 be changed to reflect did expire from shall expire in the legislation, Alderman Budge agreed, and continued to address questions from the committee. Alderman Budge moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderman Budge, Alderwoman Finlayson and Alderman Paone R-36-14 Taxi Fees and Charges - For the purpose of increasing the authorized mileage rate charged by taxicabs licensed by the City of Annapolis from $2.00 per mile to $2.50 per mile.
