1. Call To Order
Chairman Rodriguez called the meeting to order at 10:38 a.m.
2. Roll Call
Present: 3- Rodriguez, Finlayson and Savidge
3. Legislation before Committee
O-5-18 Lease of the Market House - New Market, LLC - For the purpose of
authorizing the lease of the Market House to New Market, LLC, the Master Tenant
for a certain period of time, subject to certain terms, provisions and conditions; and
matters generally relating to said lease.
Alderman Paone, Alderwoman Tierney, Alderwoman Pindell Charles, Procurement Officer
Snyder, Finance Director Miller, and Assistant City Attorney Leonard were present.
City Negotiating Committee members Joe Budge and Fred Sussman, along with City
Manager Andrews gave a joint presentation to the Committee which included a brief
re-cap on O-5-18 from Joe Budge. Alderman Arnett requested a copy of Joe Budge's
presentation. Procurement Officer Snyder clarified the Market House rental rates.
Chairman Rodriguez believes that the Market House vastly differs from any other
competing business around the City and immediate surroundings. Fred Sussman
suggested that some of the discussions with New Market during negotiating be
conducted in Closed Session (following all Open Meeting Act rules and regulations).
Alderman Arnett would like to more fully understand the term "strictly comply" with the
business summary. Alderman Arnett would like to add "6 months before the lease is
due what are the City's intentions?". Fred Sussman believes that the business summary
as it now stands is too detailed and will need to be rewritten. Alderwoman Tierney asked
if having a scoring mechanism in place during the negotiations would have been more
efficient. Assistant City Attorney Leonard will provide the Committee with examples of
"Additional Rent" to help clarify the meaning. Alderwoman Tierney would like an
Equipment Conveyance list. City Manager Andrews stated that there is currently a list.
The next Joint Committee meeting will be scheduled for Thursday, January 25, 2018 at
10:00 a.m.; first (2) hours to be a closed session.
4. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
12:58 p.m.
