Chambers Jr., City Council Chambers Economic Matters Committee Economic Matters Committee Standing Committee Meeting June 22, 2021 Minutes Call To Order Chairman Schandelmeier called the meeting to order at 6:34 p.m. Roll Call Present: 3- Finlayson, Savidge and Schandelmeier Approval of Agenda (any changes to the agenda should be made here) Alderman Savidge moved to adopt the Regular Meeting Agenda as amended to remove AP-33-21. Seconded. The motion carried by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier 1. Business and Miscellaneous Approval of Minutes ECM05.12.2 Approval of Minutes for the Regular Meeting 1 Attachments: ECM05.12.21 Alderman Savidge moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier AP-8-21 The Appointment of Amy Burdick to the Recreation Advisory Board Attachments: Resume Alderwoman Finlayson moved to postpone AP-8-21 until the next Economic Matters Committee meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier AP-11-21 The Appointment of Leslie Xavier to the Historic Preservation Commission Attachments: Letter Xavier_Curr Vitae (1) Xavier Portfolio Leslie Xavie CV Prof Arch Xavier Prof Projects (1) Alderwoman Finlayson moved to postpone AP-11-21 until the next Economic Matters Committee meeting. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier AP-24-21 The Re-Appointment of Kia Baskerville to the Alcoholic Beverage Control Board Attachments: Application and Resume Boards and Commissions Coordinator Raftovich was present and answered questions from the Committee. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier AP-26-21 The Re-Appointment of Robert Worden to the Heritage Commission Attachments: Resume Boards and Commissions Coordinator Raftovich was present and answered questions from the Committee. Alderwoman Finlayson moved to recommend favorably AP-26-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier AP-27-21 The Re-Appointment of Alma Cropper to the Heritage Commission Attachments: Bio Boards and Commissions Coordinator Raftovich was present and answered questions from the Committee. Alderwoman Finlayson moved to recommend favorably AP-27-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier AP-28-21 The Re-Appointment of Kim Finch to the Historic Preservation Commission Attachments: Application and Resume Boards and Commissions Coordinator Raftovich was present and answered questions from the Committee. Alderman Savidge moved to recommend favorably AP-28-21. Seconded. A roll call vote was taken. Alderwoman Tierney was present and addressed the Committee. Alderman Savidge moved to recommend favorably AP-29-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier AP-33-21 The Appointment of Sheila Carroll to the Recreation Advisory Board Attachments: Application and Resume This Appointment/Reappointment was withdrawn without objection 2. Legislation before Committee O-50-20 Moderately Priced Dwelling Units - For the purpose of updating certain occupancy periods of Moderately Priced Dwelling Units; eliminating variations on defined terms; providing supplemental regulatory authority to the Director of Planning and Zoning; and generally relating to the Affordable Housing Trust Fund. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier O-13-21 Urban Renewal Projects - Repeal - For the purpose of repealing the Annapolis City Code provisions relating to urban renewal projects; providing provisions for the exercise of state law powers relating to development or redevelopment of certain property, including comprehensive renovation or rehabilitation; requiring the Affordable Housing and Community Equity Development Commission to review certain development projects; providing certain definitions, providing for the application of this Ordinance; providing that existing obligations or contract rights may not be impaired by this Ordinance; and generally relating to the repeal of such provisions. Alderwoman Finlayson moved to postpone O-13-21 until the next meeting and would like to invite Assistant City Attorney Berger, Small and Minority Business Enterprise Liaison Stewart, Economic Development Manager Rice, Planning and Zoning Director Nash, Chief of Community Development Wellman, City Attorney Lyles, and Executive Director of Downtown Partnership Erik Evans. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Schandelmeier 3.
