Call To Order Chairman Savidge called the meeting to order at 3:04 p.m. 2. Roll Call Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 3. Business before Committee a. Approval of Minutes ENV071818 Approval of Minutes for the Regular Meeting Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett b. ID-263-18 Development Update: Planning and Zoning Planning and Zoning Director Gutwald was present and answered questions from the committee. ID-265-18 Update: Office of Environmental Policy Office of Environmental Policy Director Guild, Forrester Adams, and Environmental Program Coordinator Hoco were present and provided the committee with updates. 4. Legislation before Committee O-22-18 Food Handling Establishments - Polystyrene Food Service Products - Prohibition - For the purpose of prohibiting the sale and use of expanded polystyrene foam products at food service businesses located in the City; providing certain definitions; and providing for a penalty for violations. Alderman Arnett moved to withdraw Environmental Matters Amendment #2. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Alderman Arnett moved to rescind all Environmental Matters Amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Alderman Arnett moved to adopt Amendment #1 and #2. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Alderman Arnett moved to adopt Amendment #4. Seconded. A roll call vote was taken. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Mike Levy, representing American Chemistry Council was present and answered questions from the committee. Martha Ingsworth, representing Sierra Club was present and answered questions from the committee. Office of Environmental Policy Director Guild was present and answered questions from the committee. Claire Jordan, representing Trash for Maryland was present and answered questions from the committee. Rick Kissell, representing AACO Sierra Club was present and answered questions from the committee. R-43-18 Maryland Energy Administration Grant Policies - For the purpose of adopting policies required by the terms of Maryland Energy Administration Grant 2018-02-420S1 so that the City of Annapolis may receive technical assistance and unmatched funding in the amount of $55,000 to promote energy efficiency and conservation and promote the development of renewable energy resources. Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 5.
