Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting July 2, 2020 Minutes 1. Call To Order Chairman Savidge called the meeting to order at 3:07 p.m. 2. Roll Call Present: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Remove CA-1-20, O-2-20, and R-17-20. Alderman Arnett moved to adopt the Regular Meeting Agenda as amended. The motion carried by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 4. Business before Committee a. Approval of Minutes ENV05.20.20 Approval of Minutes for the Regular Meeting Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett 5. Legislation before Committee CA-1-20 Deputy City Manager for Resilience and Sustainability - For the purpose of establishing the position of Deputy City Manager for Resilience and Sustainability; defining qualificationsDUTIES and responsibilities, providing for certain terms of employment and compensation, providing for a line of authority, updating the powers and duties of the City Manager, and generally related to the Deputy City Manager. O-20-20 Deputy City Manager for Resilience and Sustainability - For the purpose of establishing the position of Deputy City Manager for Resilience and Sustainability; providing for certain terms of employment and compensation; clarifying duties and responsibilities; transferring certain environmental programs and activities, and generally related to establishing the Deputy City Manager for Resilience and Sustainability position. O-8-20 Harbors and Waterfront Areas - Code Updates - For the purpose of updating certain definitions; removing obsolete language; requiring regular pump out of a vessel’s holding tank; making stylistic changes; and generally related to updating Title 15. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Amendment 2 Unstrike page 2 lines 25-29 Alderman Arnett moved to Recommend Favorably-Amendment. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Amendment 3 Page 2 line 40 after city waters insert " for more than 2 days" Alderman Arnett moved to Recommend Favorably-Amendment. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett Harbormaster Bellis, Assistant City Attorney Leonard, and City Attorney Lyles was present and answered questions from the committee. Alderwoman Tierney moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Savidge, Alderman Tierney and Alderman Arnett R-17-20 Annual Statement of Performance Standards - For the purpose of approving the annual performance statements filed by City agencies and departments. 6.
