Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting October 20, 2021 Minutes Call To Order Chairman Savidge called the meeting to order at 3:00 p.m. Roll Call Present: 2- Alderman Savidge and Alderman Arnett Absent: 1- Alderman Tierney Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda as amended to add O-34-21. Seconded. The motion carried by the following vote: Aye: 2- Alderman Savidge and Alderman Arnett Absent: 1- Alderman Tierney 1. Business and Miscellaneous Approval of Minutes ENV09.15.21 Approval of Minutes for the Regular Meeting Attachments: ENV09.15.21 Alderman Arnett moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Savidge and Alderman Arnett Absent: 1- Alderman Tierney Committee Discussions ID-223-21 Discussion: Parkside Preserve Public Works Director Johnson, and Deputy City Manager of Resilience and Sustainability Guild, were present and answered questions from the Committee. Public Testimony: Mary Mulvihill, 121 Quiet Waters Place, Annapolis, MD 21403 Update from the Deputy City Manager of Resilience and Sustainability, Jackie Guild no action taken 2. Legislation before Committee O-33-21 Tree removal on private property - For the purpose of requiring a permit for the removal of certain trees located on private property anywhere within the City limits; City of Annapolis Page 2 Environmental Matters Committee Standing Committee Meeting October 20, 2021 Minutes and generally relating to the removal of trees on private property. Attachments: O-33-21 First Reader O-33-21 Staff Report O-33-21 Fiscal Impact Note O-33-21 Amendments 1-4 Savidge Alderman Arnett moved to Recommend Favorably-Amendments 1-4. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Savidge and Alderman Arnett Absent: 1- Alderman Tierney Planning and Zoning Director Nash, and Deputy City Manager of Resilience and Sustainability Guild, were present and answered questions from the Committee. Alderman Arnett moved to recommend with amendments O-33-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Savidge and Alderman Arnett Absent: 1- Alderman Tierney R-23-21 Tree Removal on Private Property - Fines - For the purpose of establishing fines for the removal of certain trees; and providing an effective date. Attachments: R-23-21 First Reader R-23-21 Staff Report R-23-21 Fiscal Impact Note Assistant City Attorney Braithwaite was present and answered questions from the Committee. Alderman Arnett moved to recommend favorably R-23-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Savidge and Alderman Arnett Absent: 1- Alderman Tierney O-34-21 Forest Conservation - Reforestation - For the purpose of requiring reforestation in certain circumstances to maintain the City’s current tree canopy percentage; and generally relating to reforestation requirements. City of Annapolis Page 3 Environmental Matters Committee Standing Committee Meeting October 20, 2021 Minutes Attachments: O-34-21 First Reader O-34-21 Staff Report O-34-21 Fiscal Impact Note O-34-21 Staff Report to PC O-34-21 PC Findings and Recommendations O-34-21 Amendments 1-3 - Savidge Alderman Arnett moved to Recommend Favorably-Amendment 1: On page 5, strike lines 16 down through 18 and insert “ESTABLISHES A FOREST OF THE EQUIVALENT AREA OF THE REMOVED FOREST REQUIRING MITIGATION, BUT AT LEAST THIRTY-FIVE FEET WIDE AND COVERING AT LEAST TWO THOUSAND FIVE HUNDRED SQUARE FEET OF AREA.”. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Savidge and Alderman Arnett Absent: 1- Alderman Tierney Alderman Arnett moved to Recommend Favorably-Amendment 2: On page 1 in line 43 after “21.71.045” insert “AND SHALL NOT BE IMPACTED BY CHANGE IN OWNERSHIP OF THE PROPERTY.”. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Savidge and Alderman Arnett Absent: 1- Alderman Tierney Alderman Arnett moved to recommend with amendments O-34-21. Seconded. A roll call vote was taken.
