Chambers, Jr. City Council Chambers Environmental Matters Committee Environmental Matters Committee Standing Committee Meeting October 12, 2023 Minutes - Final Call To Order Alderman Savidge called the Regular Meeting to order at 3:03 pm. Roll Call Present: 3- Alderman Savidge, Alderman Arnett and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to approve the Regular Meeting agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes ENV 7.13.23 Regular Meeting Minutes Attachments: ENV 7.13.23 Alderman Arnett moved to approve ENV 7.13.23 . Seconded. CARRIED on voice vote. Appointments and Re-appointments AP-30-23 Appointment - Environmental Commission - Sarah Oliver Attachments: AP-30-23 Alderman Arnett moved to recommend AP-30-23 favorably. Seconded. CARRIED on voice vote. AP-31-23 Appointment - Environmental Commission - Catherine Welker Attachments: AP-31-23 Appointment Catherine Welker was present to answer questions from the committee. Alderman Arnett moved to recommend AP-31-23 favorably. Seconded. CARRIED on voice vote. AP-33-23 Appointment - Environmental Commission - Alycia Roberson Attachments: AP-33-23 Appointment Alycia Roberson was present to answer questions from the committee. Deputy City Manager Guild was present to answer questions from the committee. Alderman Arnett moved to recommend AP-33-23 favorably. Seconded. CARRIED on voice vote. City of Annapolis Page 2 Environmental Matters Committee Standing Committee Meeting October 12, 2023 Minutes - Final Legislation O-25-23 Exception to Allow Public Kayak Rack Pilot Program - For the purpose of creating a City of Annapolis pilot program to allow a public kayak rack in a street-end city park located on the City's waterfront; changing Title 15 of the City Code to allow the pilot project; and generally dealing with the City's waterfront parks. O-28-23 City Noise Prohibitions and Enforcement - For the purpose of updating the Annapolis City Code noise prohibition section by adding a ban on certain noise in residential areas; expanding enforcement; and generally related to noise prohibitions.
