Call To Order also present Alderwomen Finlayson and Pindell Charles, Alderman Budge The Chair called the Meeting to order at 5:14 p.m. Present: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone 2. Legislation before Committee O-16-14 Establishing Chapter 14.18 of the City Code on Special Events - For the purpose of establishing Chapter 14.18 of the City Code regarding the process for authorizing special events within the City of Annapolis; requiring a permit and permit fee for special events; providing parameters for approving a special event permit; authorizing exemptions for a special event permit and permit fee; establishing conditions for special events at City Dock; and for all other purposes related to special events. Attachments: R-19-14 Introduced.docx Staff Report.docx Fiscal Impact Note.pdf R-19-14 Enviro amendments This Resolution was postpone O-24-14 Police and Fire Retirement Plan Cost of Living Adjustments - For the purpose of providing that effective July 1, 2013, and each July 1st thereafter, each Retired Member or survivor of any such Retired Member, entitled to receive a retirement benefit as of June 30th of any year, shall receive a fixed annual two-percent (2%) increase above the amount the Retired Member or survivor had received on June 30th of the same year. Business before Committee a. Grant Approvals GA-01-15 HUD Consolidated Plan - Planning and Zoning Attachments: GA-1-15 Ms. Wellman spoke to the Grant Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone GA-02-15 ALERT - APD Attachments: GA-2-15 Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Pfeiffer and Alderman Arnett City of Annapolis Page 2 Finance Committee Standing Committee Minutes July 15, 2014 Nay: 1- Alderman Paone GA-03-15 Waterworks Park - Recreation and Parks Attachments: GA-3-15 Short Acting Director Walters spoke on the Grant Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone GA-04-15 Mighty Milers - Recreation and Parks Attachments: GA-4-15 Mr. Walters spoke on the grant Chief of Environmental Programs Biba discussed the stormwater grants. Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone ID-227-14 Review of Stormwater Grants and discussion of maintenance Alderman Paone moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Pfeiffer, Alderman Arnett and Alderman Paone b. Budget Revision Requests GT-23-14 Settlement - Law Office Attachments: GT-23-14 & Agreement The committee discussed the transfer. Accountant Lehman discussed the transfer. GT-22-14 Fund Transfer - Public Works Attachments: GT-22-14 Alderman Paone moved to approve. Seconded. CARRIED on voice vote. 4.
