Call To Order Chairman Arnett called the meeting to order at 5:33 p.m. Roll Call Present: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderman Pfeiffer 2. Business before Committee a. Grant Approvals GA-11-17 2016 Urban Area Security Initiative (USAI) Grant Program Attachments: GA-11-17.pdf Deputy Fire Chief Simmons gave an overview of the grant and answered questions from the committee. Alderman Paone moved to approve. Seconded. CARRIED on voice vote. Alderwoman Finalyson was present and spoke on the grant deadline and the allocation of grant funds. Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderman Pfeiffer GA-12-17 2016 Emergency Management Performance Grant (EMPG) Program Attachments: GA-12-17.pdf Deputy Fire Chief Simmons gave an overview of the grant and answered questions from the committee. Legislation before Committee O-30-16 Supplemental Allocations - For the purpose of amending the City Code to authorize the City Manager to transfer funds in the annual operating budget without City Council approval where the funds transferred do not exceed thirty-five TWENTY-FIVE thousand ($3525,000.00) dollars through July 1, 2018. Alderman Paone moved to recommend favorably Amendent #1 on page 1, line 4, after: "exceed " strike: thirty-five and insert: twenty-five. Seconded. CARRIED on voice vote. Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderman Pfeiffer Alderman Arnett moved to recommend favorably Amendment #2 on page 2, line 2, after: ONCE strike: "APPROVED" and insert: "REVIEWED".Seconded. CARRIED on voice vote. Aye: 2- Alderman Arnett and Alderman Paone Absent: 1- Alderman Pfeiffer Alderman Paone moved to recommend favorably Amendment #3 On page 2, line 17, before “TRANSFER” insert “EXCEPT AS LISTED IN PARAGRAPH C BELOW,” Page 2, line 25, insert new paragraph C as follows: “ALL MONIES TRANSFERRED FROM BOND FUNDS OR CONTINGENCY FUNDS MUST BE REVIEWED BY THE FINANCE COMMITTEE AND APPROVED BY THE CITY COUNCIL. Page 2, line 26, strike “C” and insert “D” Seconded. CARRIED on voice vote. Alderwoman Finlayson was also present and spoke on the process for budget transfers. Aye: 2- Alderman Arnett and Alderman Paone City of Annapolis Page 2 Finance Committee Standing Committee Minutes October 4, 2016 Absent: 1- Alderman Pfeiffer O-35-16 WYRE Lease Agreement - For the purpose of approving the lease for certain City-owned property at 25 Silopanna Road for the use and maintenance of a radio tower, radio station, radio operations and transmitter space; and matters generally relating to said lease.
