1. Call To Order
Chairman Arnett called the meeting to order at 10:35 a.m.
2. Roll Call
Present: 2- Alderman Arnett and Alderman Finlayson
Absent: 1- Alderman Rodriguez
3. Business before Committee
a. Approval of Minutes
FC012418 Approval of Minutes for the Regular Meeting
Alderman Finlayson moved to approve. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 2- Alderman Arnett and Alderman Finlayson
Absent: 1- Alderman Rodriguez
b. Grant Approvals
GA-33-18 Overtime for AA County Tobacco Sales Compliance Project
Police Captain Amoia was present and answered questions from the committee.
Alderman Finlayson moved to approve. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 2- Alderman Arnett and Alderman Finlayson
Absent: 1- Alderman Rodriguez
GA-34-18 Overtime for AA County Alcohol Compliance Project
Police Captain Amoia was present and answered questions from the committee.
Alderman Finlayson moved to approve. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:

GA-35-18 MIEMSS Matching AED/Monitor Grant FY2018
Fire Captain Svoboda was present and answered questions from the committee. Finance
Director Miller was also present and answered questions from the committee.
Alderman Finlayson moved to approve. Seconded. A roll call vote was taken.

c. Budget Revision Requests
GT-12-18 Transfer From: Watershed Restoration Fund Balance Transfer To:
Watershed Restoration Contract Services
Public Works Director Jarrell and Finance Director Miller were both present and
answered questions from the committee. Mr. Miller explained that this is a study
solely for storm water rates.
Operations Manager Pletzer was present and answered questions from the
committee.
Public Works Director Jarrell also presented the committee with a brief overview of
the Spa Road project, which is being placed on hold due to a possible change of
location, and Main Street rebricking. City Manager Andrews was present and
answered questions from the committee. Alderwoman Finlayson would like a
concrete answer as to when construction will start and end for the Spa Road project.
Chairman Arnett would like the committee members to be briefed on projects;
perhaps even create legislation concerning these situations.
Alderman Finlayson moved to recommend favorably. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

Absent: 1- Alderman Rodriguez
4. Legislation before Committee
O-5-18 Lease of the Market House - New Market, LLC - For the purpose of
authorizing the lease of the Market House to New Market, LLC, the Master Tenant
for a certain period of time, subject to certain terms, provisions and conditions; and
matters generally relating to said lease.
No action taken.
5. General Discussion
d. ID-18-18 Update from the Finance Department
Finance Director Miller was present and provided an update. The CAFR has been
completed and copies will be given to the committee members. The Financial Advisor
will be coming to the next Finance Committee meeting. Alderwoman Finlayson would like
a list of the Transition teams. Chairman Arnett would like to invite Alderman Paone to
the next Finance Committee meeting as well as Teresa Sutherland. Chairman Arnett
would like a description of the duties of the Mayor's staff.
e. ID-19-18 City Budget Schedule Discussion
None at this time.

6. Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
11:46 AM.
