1. Call To Order
Chairman Arnett called the meeting to order at 9:03 a.m.
2. Roll Call
Present: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson
3. Business before Committee
a. Approval of Minutes
FC041318-S Approval of Minutes for the Regular Meeting
PECIAL
Alderman Rodriguez moved to approve. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson
ID-118-18 Pension/OPEB/Health
Larry Ulvila, Insurance Solutions was present and provided the committee with a
presentation on the City's Health plan.
Finance Director Miller was present and reviewed OPEB and Pension.
4. Legislation before Committee
O-13-18
City Emblems - Prohibited Uses - For the purpose of regulating the use of the
City seal, City flag, and City logo.
Motion to resend legislation to the Law Department
Alderman Finlayson moved to postpone and referred the legislation back to the
Office of Law for further reveiw. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson
R-9-18 City Emblems - Prohibited Uses - Fine - For the purpose of establishing a
fine for a violation of Section 1.08.060 of the Code of the City of Annapolis
concerning prohibited uses of City emblems.
Motion to resend to the Law Department
Alderman Finlayson moved to postpone and referred the legislation back to the
Office of Law for further review. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:

R-8-18 Amendments to Title 15 of the FY 2018 Fees Schedule - For the purpose

of establishing a timeframe for when Workboat and Buyboat watermen may request
temporary docking; repealing annual street end dinghy permit on medical hardship
availability; and clarifying criteria for permissible docking of dinghies.
Harbormaster Bellis and Deputy Harbormaster Northfield were present and reviewed the
legislation for the committee.
Alderman Finlayson moved to postpone and referred the legislation back to the
Office of Law for further reveiw. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson
R-14-18 Position Classifications and Pay Plan - For the purpose of approving the FY
2019 position classification and pay plan effective July 1, 2018.
Alderman Finlayson moved to postpone. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson
R-15-18 FY 2019 Fees Schedule Effective July 1, 2018 - For the purpose of
specifying fees that will be charged for the use of City services for FY 2019.
Alderman Finlayson moved to postpone. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Alderman Arnett, Alderman Rodriguez and Alderman Finlayson
R-16-18 FY 2019 Fines Schedule Effective July 1, 2018 - For the purpose of
specifying fines that will be charged for FY 2019.
Alderman Finlayson moved to postpone. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:

Upon motion duly made, seconded and adopted, the meeting was adjourned at
