Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting October 7, 2020 Minutes 1. Call To Order Chairman Arnett called the meeting to order at 10:34 a.m. 2. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 3. Approval of Agenda (any changes to the agenda should be made here) Alderman Paone moved to adopt the Regular Meeting Agenda. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 4. Business before Committee a. Approval of Minutes FC09.16.20 Approval of Minutes for the Regular Meeting Alderwoman Finlayson moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson ID-260-20 Review of Grant Application: Justice Edward Byrne Memorial Justice Assistance Grant Program, Police Department Finance Director Dickinson, and Police Lt. Miguez were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably the Justice Edward Byrne Memorial Justice Assistance Grant. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson c. Supplemental Appropriations SA-12-21 Grant Fund (Maryland Governor’s Office of Crime Control and Prevention) - Police Dept. Revenue: State Grant Revenue ($10,753.00) Expenditure: State Grant Expense ($10,753.00) Police Lt. Miguez, and Finance Director Dickinson were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably SA-12-21. Seconded. A roll call vote was taken. Legislation before Committee R-53-20 Appeal to Board of Appeals -Fee - For the purpose of specifying the fee in the Fiscal Year 2021 Fees Schedule for filing an appeal to the Board of Appeals. Finance Director Dickinson, and City Attorney Lyles were present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably R-53-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Alderwoman Finlayson moved to reconsider R-53-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Recommend Favorably with the addition of the proper Fee Schedule Resolution number in line 28. Alderwoman Finlayson moved to recommend R-53-20 with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 6. General Discussion Finance Director, Budget Analyst Connolly, Update from the Finance Director Finance Director Dickinson provided the committee with an update. 7.
