Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting April 22, 2021 Minutes Call To Order Chairman Arnett called the meeting to order at 10:05 a.m. Roll Call Alderman Paone arrived at 10:31 a.m. Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) This [FILE_TYPE]Alderwoman Finlayson moved to adopt the Special Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Paone 1. Business and Miscellaneous Approval of Minutes FC04.21.21 Approval of Minutes for the Special Meeting Attachments: FC04.21.21.pdf Alderwoman Finlayson moved to approve the minutes for the Special Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Paone ID-105-21 Discussion: Schedule Alderwoman Finlayson moved to approve the change of the Finance Committee's upcoming scheduled items on Tuesday, April 27, 2021 to be moved to Wednesday, April 28, 2021, and reflect that Tuesday's meeting's start time is 6:00 p.m.. Seconded. A roll call vote was taken. Alderman Gay, and Alderwoman Tierney were present and addressed the Committee Alderwoman Finlayson would like a true breakdown of the Pool costs, i.e. exact revenue, expenses, and percentage of usage. Alderman Gay, and Alderwoman Tierney, were present and addressed the Committee. Alderwoman Finlayson would like periodic updates on the status of cases from the Office of Law provided to the Council. 2. Legislation before Committee O-10-21 Annual Budget and Appropriation and Property Tax Levy - For the purpose of adopting the City Budget, comprising the Annual Operating Budget for the fiscal year ending June 30, 2022, the Capital Budget for the fiscal year ending June 30, 2022, the Capital Improvement Program for the fiscal years ending June 30, 2023, June 30, 2024, June 30, 2025, June 30, 2026, and June 30, 2027; appropriating funds for all expenditures for the fiscal year beginning July 1, 2021, and ending June 30, 2022; levying and imposing a property tax for the use of the City of Annapolis for the taxable year beginning July 1, 2021, and ending June 30, 2022; and fixing the rate of the City property tax for the taxable year.
