Chambers, Jr. City Council Chambers Finance Committee Finance Committee Standing Committee Meeting May 5, 2021 Minutes Call To Order Chairman Arnett called the meeting to order at 10:02 a.m. Roll Call Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderwoman Finlayson moved to adopt the Special Meeting Agenda to add ID-104-21, Community Grants, and O-11-21. Seconded. The motion carried by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson 1. Business and Miscellaneous Approval of Minutes FC05.04.21 Approval of Minutes for the Special Meeting Attachments: FC05.04.21 Alderwoman Finlayson moved to approve the minutes for the Special Meeting. Seconded. A roll call vote was taken. Alderman Gay was present and addressed the Committee. Alderwoman Finlayson moved to recommend favorably ID-104-21, Community Grants, with amendments: Move $5,000.00 from Street Angel Project and add $5,000.00 to Peerless Rens. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Nay: 1- Alderman Paone 2. Legislation before Committee O-10-21 Annual Budget and Appropriation and Property Tax Levy - For the purpose of City of Annapolis Page 1 Finance Committee Standing Committee Meeting May 5, 2021 Minutes adopting the City Budget, comprising the Annual Operating Budget for the fiscal year ending June 30, 2022, the Capital Budget for the fiscal year ending June 30, 2022, the Capital Improvement Program for the fiscal years ending June 30, 2023, June 30, 2024, June 30, 2025, June 30, 2026, and June 30, 2027; appropriating funds for all expenditures for the fiscal year beginning July 1, 2021, and ending June 30, 2022; levying and imposing a property tax for the use of the City of Annapolis for the taxable year beginning July 1, 2021, and ending June 30, 2022; and fixing the rate of the City property tax for the taxable year. Alderwoman Finlayson would like the Human Resources Manager to further look into the position classifications for the Social Work Care Coordinator, and the Assistant City Manager. Alderman Paone moved to recommend favorably R-12-21. Seconded. A roll call vote was taken. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson R-14-21 Fiscal Year 2022 Fines Schedule - For the purpose of specifying fines that will be charged for Fiscal Year 2022; and providing an effective date. The motion CARRIED by the following vote: Aye: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson O-11-21 Compensation of the Aldermen, Alderwomen, and City Manager - For the purpose of adjusting the compensation and allowances to be paid to the Aldermen and Alderwomen for the term of office commencing on the first Monday in December, 2021; and for adjusting the compensation to be paid to the City Manager.
