Chairman Arnett called the meeting to order at 10:34 a.m.
Roll Call
Present: 3- Alderman Arnett, Alderman Paone and Alderwoman Finlayson
Approval of Agenda (any changes to the agenda should be made here)
Alderwoman Finlayson moved to adopt the Regular Meeting Agenda as
amended to add SA-5-22, SA-6-22, SA-7-22, SA-8-22. Seconded. The motion
carried by the following vote:

Alderwoman Finlayson moved to approve the minutes for the Regular
Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the

AP-45-21 The Appointment of Patrick Bannon to the Financial Advisory Commission

the Committee.
Alderwoman Finlayson moved to take no action on AP-45-21. Seconded. A
roll call vote was taken. The motion CARRIED by the following vote:

AP-46-21 The Re-Appointment of Frank A. Brown to the Financial Advisory
Commission

Finance Director Dickinson, and Police Lt. Miguez, were present and answered
questions from the Committee.
Finance Director Dickinson stated that the amount should be changed from
21,308.00 to 21,318.00.
Alderman Paone moved to recommend with amendments SA-7-22.
Seconded. A roll call vote was taken. The motion CARRIED by the following

O-35-21 Acceptable Forms of Signature - For the purpose of authorizing use of automated
or computer generated electronic or digital signatures for certain official City
documents; authorizing the City Manager to delegate signature authority for certain
contracts; providing certain definitions; and generally relating to signatures.

R-29-21 Military Bowl Parade and Football Game - For the purpose of identifying the
Military Bowl Parade and Football Game that will be held on December 27, 2021 as
a Major Special Event; and waiving certain City of Annapolis fees for services related
to that event.
