Alderman Arnett was present and addressed the committee. Chairwoman Tierney would like a discussion of a 5 year analysis of the Transit budget added to the next Finance Committee meeting's agenda. 2. Legislation before Committee Ordinances O-1-22 Fire Prevention Code - Sprinkler Systems - For the purpose of requiring property owners to install sprinkler systems; encouraging property owners to solicit bids from licensed minority business enterprises; identifying loan eligibility requirements under the sprinkler assistance revolving fund; clarifying costs that may be funded; establishing a loan amount; identifying loan repayment criteria; setting a date for sprinkler installation compliance; identifying the responsibility of applicable property owners; identifying the appropriate body for appeals; and City of Annapolis Page 3 Finance Committee Standing Committee Meeting February 2, 2022 Minutes generally relating to the Fire Prevention Code. Attachments: O-1-22 First Reader O-1-22 Staff Report O-1-22 Fiscal Impact Note O-1-22 Fire Dept Letter of Support Finance Director Dickinson, City Attorney Lyles, Chief of Code Enforcement Menassa, and Duty Fire Chief Ortlieb, were present and answered questions from the committee. Alderman Arnett was present and addressed the committee. Alderwoman Finlayson moved to postpone O-1-22 until the next Finance Committee meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson Resolutions R-34-21 Fiscal Year 2022 Fees Schedule - Building Code - For the purpose of making technical corrections to the Fiscal Year 2022 Fees Schedule concerning certain fees charged pursuant to the Building Code. Attachments: R-34-21 First Reader R-34-21 Staff Report R-34-21 Fiscal Impact Note R-34-21 Amendments 1-2 - Tierney, Finlayson, O'Neill Alderwoman Finlayson moved to create a new category for permits ranging from $0-$500, with an application and the permit fee in the amount of $25. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman O'Neill and Alderwoman Finlayson City Manager Jarrell, and Chief of Code Enforcement Menassa, were present and answered questions from the committee. Alderwoman O'Neill request the total number of permits under $500.00 submitted in the past. Alderman Arnett was present and addressed the committee. Alderwoman O'Neill moved to postpone R-34-21 until the next Finance Committee meeting. Seconded. A roll call vote was taken. General Discussion Update from the Finance Director Jodee Dickinson Finance Director Dickinson was present and provided the committee with updates on the following: Annual Comprehensive Financial Report, starting the budget process, Union negotiations, FY '23 Projections, Hillman Garage, RFP draft audit, and staffing vacancies.
