Chambers, Jr. City Council Chambers Housing and Human Welfare Committee Housing and Human Welfare Standing Committee Meeting September 29, 2022 Committee Minutes - Final Call To Order Chair Gay called the Special meeting to order at 6:02 pm. Roll Call Alderman Schandelmeier arrived at 6:17 pm. Present: 3- Alderwoman Tierney, Alderman Gay and Alderman Schandelmeier Approval of Agenda (any changes to the agenda should be made here) Approval of Minutes HHWC HHWC - Regular Meeting Minutes 9.20.2022 9.20.2022 Attachments: HHWC-Regular Meeting Minutes 9.20.2022.pdf Alderwoman Tierney moved to approve the Special Meeting Minutes of 9.20.2022. Seconded. CARRIED on voice vote. Appointments AP-67-22 Appointment of Linda Mundy to the Human Relations Commission. Attachments: Linda Mundy Application & Resume Ms. Mundy, 55 Primrose Lane, Annapolis, Maryland 21403 was present and answered questions from the Committee. Alderwoman Tierney moved to recommend favorably AP-67-22. Seconded. CARRIED on voice vote. AP-68-22 Appointment of Catheryn Moody to the Human Relations Commission. Attachments: Catheryn Moody Application Alderwoman Tierney moved to recommend favorably AP-68-22. Seconded. CARRIED on voice vote. AP-69-22 Appointment of Rachel Carr to the Education Commission. Attachments: Rachel Carr Application Ms. Carr, 32 Murray Avenue, Annapolis, Maryland 21403 was present and answered questions from the committee. Alderwoman Tierney moved to recommend favorably AP-69-22. Seconded. CARRIED on voice vote. City of Annapolis Page 2 Housing and Human Welfare Standing Committee Meeting September 29, 2022 Committee Minutes - Final Presentations ID-203-22 Presentation: Annapolis Property Owners Speakers: Marsha Blunt, Property Manager representing Penrose and Obery Court I,II, III and Wilburn Estates, and Sherry Hall, Property Manager representing the Housing Authority, Bloomsbury Square and Robinwood, were present and answered questions from the committee. Statement from the Chair Gay for the Record: 2.04.020 - Summoning witnesses and requiring production of papers. The City Council, through the City Clerk, and any of its standing or special committees, through its chairman, may summon and require the testimony of any witness and require the production from any witness summoned of any paper or other thing which may be of value or interest in any hearing which is ordered by the City Council or any of its committees. The City Council may also summon witnesses and require the production of any paper or other things before the Civil Service Board. Alderman Gay moved to request pursuant to City Code Sec 2.04.020 - Summoning witnesses and requiring production of papers, that the City Clerk inform the Office of Law of the requests for summons' he would like sent prior to the October 19, 2022 committee meeting. Seconded. CARRIED on voice vote. ID-193-22 Presentation: Workforce Housing, Planning Commission Staff Present: Legislative and Policy Analysis Reuter, Planning and Zoning Director LaPlace, Chief of Comprehensive Planning Leshinski; Planning Administrator Rouse, Chief of Community Development Wellman and the Chair of the Planning Commission Pline were present and answered questions from the Committee. Legislation O-40-22 Workforce as Housing a permitted - For the use subject purpose of to standards in the purpose certain of allowing residential, workforce commercial, housing office and mixed use districts; related to zoning. establishing the standards for workforce housing; and generally . Sponsors: Alderman Gay Attachments: O-40-22 First Reader Legislative and Policy Analysis Reuter was present and answered questions from the committee. Alderman Schandelmeier moved to recommend O-40-22 Favorably with Amendments. Seconded. CARRIED on voice vote.
