Chambers, Jr. City Council Chambers Housing and Human Welfare Committee Housing and Human Welfare Standing Committee Meeting February 21, 2023 Committee Minutes - Final Call To Order Alderman Gay called the meeting to order at 6:06pm. Roll Call Present: 3- Alderman Gay, Alderwoman Tierney and Alderman Schandelmeier Approval of Agenda (any changes to the agenda should be made here) Alderman Schandelmeier moved to approve the agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes HHW 1.17.23 Regular Meeting Minutes Attachments: HHW 1.17.23 Alderman Schandelmeier moved to approve HHW 1.17.23. Seconded. CARRIED on voice vote. Election of Chairman Pursuant to City Code Section 2.16.120 Brooks nominate Dajaun. Voice vote. Alderman Schandelmeier moved to approve Alderman Gay to continue as Chair of the Housing & Human Welfare Committee. Seconded. CARRIED on voice vote. Legislation O-50-22 Landlord And Tenant Relations - Rent Guidelines - For the purpose of developing rent guidelines; creating a Rent Stabilization Board to create and oversee the guidelines; setting rent increase notice requirements; generally concerning rents and landlord-tenant relations; and removing a misplaced word in Section 18.10 of the Code. Alderman Schandelmeier moved to postpone until next meeting, March 20th, 2023. Seconded. CARRIED on voice vote. City of Annapolis Page 2 Housing and Human Welfare Standing Committee Meeting February 21, 2023 Committee Minutes - Final O-40-22 Workforce Housing - For the purpose of the purpose of allowing workforce housing as a permitted use subject to standards in certain residential, commercial, office and mixed use districts; establishing the standards for workforce housing; and generally related to zoning. R-1-23 Workforce Housing Development Planning in the City of Annapolis - For the purpose of emphasizing the important role the “Annapolis Ahead 2040 Comprehensive Plan” can and will play in identifying, planning, and furthering our workforce housing goals; ensuring an equitable distribution of such housing, factoring in nearby County zoning; ensuring City Council and public input; postponing significant zoning changes and decisions until the Plan is completed; setting dates for drafts of the Plan; and generally dealing with City housing development.
