Chambers, Jr. City Council Chambers Housing and Human Welfare Committee Housing and Human Welfare Standing Committee Meeting October 16, 2023 Committee Minutes - Final Call To Order Acting Chair Alderman Schandelmeier called the Regular Meeting to order at 6:44 pm. Roll Call Present: 3- Alderman Gay, Alderwoman Tierney and Alderman Schandelmeier Approval of Agenda (any changes to the agenda should be made here) Alderman Schandelmeier moved to amend the agenda to move General Discussion section to the top and move down the Legislation section. Alderwoman Tierney moved to approve the Regular Meeting Agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes HHW 9.18.23 Regular Meeting Minutes Attachments: HHW 9.18.23 Alderwoman Tierney moved to approve HHW 9.18.23. Seconded. CARRIED on voice vote. General Discussion ID-157-23 Wilbourne Estates Update Alderman Gay joined the meeting at 6:49 pm. Vice President of Operations at Penrose LLC. Marsha Blunt and Regional Vice President of Operations at Penrose LLC. Patrick Stewart were present to answer questions from the committee. Alderman Gay requested an update committee on the 13 units that needed to be fixed by November 1st, 2023. Legislation City of Annapolis Page 2 Housing and Human Welfare Standing Committee Meeting October 16, 2023 Committee Minutes - Final O-21-23 Landlord-Tenant Relations - Relocation Expenses - For the purpose of requiring a landlord to pay a tenant a relocation payment if the tenant’s housing is condemned as unfit for human habitation under certain circumstances; requiring a landlord to provide a tenant with a right of first refusal to re-occupy rental housing under certain circumstances; and generally related to landlord-tenant relations. Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 7:43pm.
