Call To Order Chairwoman Finlayson called the meeting to order at 5:08 p.m. Roll Call Present: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 2. Business before Committee Approval of Minutes PSC041816 Approval of Minutes for the Regular Meeting Attachments: PS04.18.16.PDF Alderman Paone moved to approve. Seconded. CARRIED on voice vote. Aye: 3- Alderman Paone, Alderwoman Finlayson and Alderwoman Pindell Charles 3. General Discussion ID-243-16 General Updates- OEM Deputy Fire Chief Simmons and was present and gave an update on the discussion topic and spoke on the Active Shooter Exercise scheduled on Wednesday May 18, 2016 7:00 a.m. to 12 noon at St. John's College, Street Closing, simulated gun fire and community notification of the exercise and answered questions from the committee. This Informational Item was presented ID-244-16 Briefing: Fire Department Officer Professional Development Deputy Fire Chief Simmons and Firefighter First Class Truesdale gave a joint presentation on the discussion topic and spoke on Group Team Building, Collaboration, How to Manage Diversity, Human Resource Strategies, group project to be completed by the 33 Firefighter First Class going through the program, Duties of Fire Fighter First Class, continued education in Fire Behavior, Rescue Operations, Emergency Management Services (EMS) Protocols and answered questions from the committee. This Informational Item was presented ID-229-16 Introduction of HACA’s New Security Officer- Mr. Michael Brown Melvin Colbert, Executive Director, 1217 Madison Street, Annapolis, Maryland 21403 representing the Housing Authority City of Annapolis introduced to the committee HACA's new Security Officer Michael Brown Sr., who spoke on his approach to the new position, current policing style, Implementation of new parking initiative on HACA property and support from the council on ways to improve the community. This Informational Item was presented ID-228-16 Metro Crime Stopper- APD City of Annapolis Page 1 Public Safety Committee Standing Committee Minutes May 16, 2016 Police Chief Pristoop and Lt. Lowe gave a joint presentation on the discussion topic and spoke on open and unsolved crime, Partnership with Metro Crime Stoppers, expanding the types of crime covered under programs, increasing rewards amounts, providing anonymous information to Metro Crime Stoppers network, private funding for the program, advertising for Metro Crime Stoppers and answered questions from the committee. This Informational Item was presented Alderman Arnett was present and spoke on the positive outlook of this program in ward 8. ID-246-16 Eastport Update- APD Police Chief Pristoop and Cpl. Truitt gave a joint update on the discussion topic and spoke on multiple discharge of firearm incident in the eastport community, increasing police visibility, using discretionary resources, the use of overtime, the installation of camera's on President Street, camera project completion date of May 27, 2016, camera technology, cloud based recording service for camera's, project cost $19, 000. for camera installation & layout, LED lighting in the use of camera's, rapidly changing technology, Pan- Tilt- Zoom (PTZ) Camera's vs. Fixed Camera's, information network hub, Eastport Terrace phase two project and sub-stations value and challenges. This Informational Item was presented Alderman Arnett was present and spoke on the police response to residents concerns. ID-248-16 General Discussion Planning and Zoning Director Gutwald was present and spoke on the 3.2 police to population ratio/response time and answered questions from the committee. Carl Snowden, Jackie Allsup, Lt. Robert Beans, and William Rowel representing the Caucus of African American Leaders were present and spoke on concerns of inequitable treatment of some residents, the Caucus recommendations, Body Cams, Socioeconomic Divide, policing in the city, the need for short term, intermediate and long term strategy, the lack of transparency and the importance of community trust in the police department. City Attorney Leahy, Assistant Attorney Elson, Assistant Attorney Berger and Police Chief Pristoop were also present and addressed the concerns outlined by the caucus, Assistant City Attorney Elson tenture with the city and answered questions from the committee. The Public Safety Committee Meeting went into Recess at 7:10 p.m. The Public Safety Committee Meeting Reconvened at 7:20 p.m. This Informational Item was presented Alderman Kirby was present and spoke on the status of a pending lawsuit. 4.
