Call To Order Chairwoman Pindell Charles called the meeting to order at 6:04 p.m. 2. Roll Call Present: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson 3. Business before Committee a. Approval of Minutes PSC020518 Approval of Minutes for the Regular Meeting Alderman Paone moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson b. ID-53-18 Presentation: Hospital Re-route Stats, Fire Acting Fire Chief Remaley and Acting City Manager Stokes were present and gave a joint overview of the Hospital Re-routing Statistics. Chairwoman Pindell Charles requested an update on the Hospital Re-routing Statistics in May. ID-56-18 General Discussion: APD Police Chief Baker was present and gave a brief update on the Annapolis Police Department, "Active Shooter" Procedures, and the possibility of training teachers and administration in the schools. Acting City Manager Stokes was also present and answered questions from the committee. ID-59-18 Update: 2017 Opioid Epidemic Review; YTD Update for 2018, OEM Office of Emergency Management Director Simmons was present along with Executive Director Baxter from the Lighthouse Shelter and provided a brief overview on the emergency evacuation of the Light House Shelter's Residents. Police Chief Baker, and GIS Coordinator Wampler were both present and spoke on the Opioid Crisis. Emergency Planner Hudson gave a brief overview on the different programs and initiatives that are available in the City of Annapolis. 4. Legislation before Committee O-3-18 Abandoned Vehicles - For the purpose of permitting an authorized agent of the City of Annapolis to exercise limited enforcement authority in the impoundment of abandoned vehicles; establishing a fine for leaving wrecked or nonoperatinginoperable vehicles on public property, streets and highways; and matters generally relating to the abandonment of vehicles. Chairwoman Pindell Charles moved to delete amendment #2. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson City of Annapolis Page 1 Public Safety Committee Standing Committee Minutes March 5, 2018 Alderman Paone moved to approve the Pindell Charles Proposed Amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson Alderman Paone would like to authorize the City to execute the same authority of what the MVA defines as public highways on private lots. Alderwoman Finlayson was present and addressed the committee about the (2) new positions in the State's Attorney office. Alderwoman Henson would like for the code section 12.20.220 to be incorporated in the amendments. Alderman Paone moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson R-1-18 Wrecked or Inoperable Vehicles on Public Property - Fine - For the purpose of establishing a fine for a violation of Section 12.44.030.A of the Code of the City of Annapolis concerning leaving wrecked or inoperable vehicles on public property. Alderman Paone moved to adopt amendment #2 from the Transportation Board Alderman Paone moved to adopt amendment # 3 from the Transportation Board Alderman Paone moved to adopt amendment #4 from the Transportation Board Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson Alderwoman Henson would like to amend the resoultion to lower the fine amount from $100.00 to $50.00. Alderman Paone presented an amendment that would charge $50 for the 1st offense and $100 for subsequent offenses. Alderman Paone moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderman Paone and Alderwoman Henson 5.
