Chambers, Jr. City Council Chambers 1. Call To Order The Chair called the Meeting to order at 4:36 p.m. Present: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 2. Appointments and reappointments to Committees AP-18-14 Appointment of Benjamin N. Sale to the Planning Commission Attachments: Benjamin N. Sale Mr. Benjamin N. Sale spoke to the committee. Mr. Sale discussed his experience and interest in the Planning Commission. Mr. Sale answered questions from the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 3. General Discussion ID-283-14 Alcoholic Beverage Control Board Rules and Regulations Attachments: Proposed ABCB Rules and Regulations 2014 Proposed Changes 2014 Revision Summary Suggested changes Acting City Attorney Elson discussed the proposed changes to the Rules and Regulations of the Alcoholic Beverage Control Board. Mr. Elson discussed the relevant materials. Mr. Hartman, Annapolis Yachts Club, discussed his concerns about the proposed changes. Mr. Sean O'Neill, Annapolis Business Association, discussed his concerns about the proposed changes as well as his concerns about the fees. Mr. Brian Callahan, 49 West Cafe, discussed his concerns about the license costs and the proposed changes to the rules. Mr. Theodore Hyman Sr., Annapolis Elks Lodge #622, discussed his concerns about the proposed changes. City of Annapolis Page 1 Rules & City Government Standing Committee Minutes September 9, 2014 Committee Recommend that the Alcohol Beverage Control Board reconsider their approval of the proposed rules and regulations review the changes suggested by the Office Of Law, review the CCRABL report and hear from the members, and that all licensees be notified of the public hearing and they will report back to the Council with any changes in the proposed rules and regulations. Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 4. Business before Committee a. Legislation before Committee O-10-14 Legal Counsel to Board of Supervisors of Elections - For the purpose of authorizing the Board of Supervisors of Elections to engage outside legal counsel during specified periods of time in the municipal election cycle.
