Call To Order Chairman Arnett called the meeting to order at 2:10 p.m. Roll Call Present: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 2. Business before Committee Approval of Minutes RCG101315 Approval of Minutes for the Regular Meeting Attachments: RCG10.13.15 Alderwoman Finlayson moved to approve. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Finlayson and Alderman Arnett Absent: 1- Alderwoman Pindell Charles 3. Legislation before Committee CA-2-15 Charter Amendment, Board of Supervisors of Elections - For the purpose of changing the deadlines for designating and appointing members to the Board of Supervisors of Elections. Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett O-36-15 Adequate Public Facilities - For the purpose of adding review criteria and certification for adequate school facilities to Title 22 of the Code of the City of Annapolis; and matters generally relating to the adequacy of school facilities. Phillip Dales, 200 Westgate Circle, Suite 500, Annapolis, Maryland 21401 representing Hyatt & Weber P.A. spoke in opposition of the legislation and answered questions from the committee. City Attorney Leahy was also present and answered questions from the committee. Alderwoman Finlayson moved to postpone. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Finlayson and Alderman Arnett Abstain: 1- Alderwoman Pindell Charles O-47-15 Moderately Priced Dwelling Units - For the purpose of amending the eligibility requirements for access to moderately priced dwelling units to include individuals working within the United States Naval Academy grounds. City Attorney Leahy was present and answered questions from the committee. Alderwoman Finlayson moved to recommend favorably with the following amendment: On page 3, in line 4, after: "Academy" strike: "Grounds" and insert: "or the Annapolis Naval Base" Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett Alderman Arnett moved to recommend favorably as amended. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 4.
