Chairman Arnett called the meeting to order at 5:17 p.m.

Legislation before Committee
R-04-16 Public Approval - For the purpose of providing public approval pursuant to
Section 147(f) of the Internal Revenue Code of 1986, as amended, in
connection with the issuance and sale by the by the Public Finance
Authority (the “Authority”), a commission created pursuant to Sections
66.0301, 66.0303 and 66.0304 of the Wisconsin Statutes, of its Public
Finance Authority Revenue Bonds (St. John's College Project) Series 2016
in one or more series (the “Series 2016 Bonds”), in a principal amount not
to exceed $30,000,000 with respect to St. John’s College Annapolis
Facilities.

Finance Director Miller gave an introduction on the legislation and answered questions
from the committee. Robert Doory, 100 light Street, Baltimore, Maryland 21202
representing Miles & Stockbridge P.C. was present gave a presentation on the resolution
and answered questions from the committee.
Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED on
voice vote.
Alderman Kirby was present and spoke on the Jurisdictional Agreement.

O-09-16 Removing Members of Boards and Commissions - For the purpose of
providing a formal process for the removal of appointed members of City
boards and commissions for cause.

Assistant City Attorney Leonard was present to answer questions from the committee.
Alderwoman Finlayson moved to recommend with the following Amendments:
Amendment # 1 On Page 3, line 17, add: new number 5 and insert: THE CITY
COUNCIL MAY REINSTATE THE MEMBER UPON APPEAL IF IT DETERMINES THE
ACTION APPROPRIATE. Add: THE MEMBER MUST APPEAL TO THE COUNCIL
WITHIN 30 DAYS.
Amendment # 2 On page 3, line 30 re-label: C Insert: 1 and renumber
consecutively.
Amendment # 3 On Page 3, Line 31 strike: SECTION and insert: PARAGRAPH B
Amendment # 4 On page 2, line 31, insert following as Paragraph f and renumber

Alderwoman Finlayson moved to recommend with proposed the Rules and City
Government amendments. Seconded. CARRIED on voice vote.

Upon motion duly made, seconded and adopted, the meeting was adjourned at
