discussed his appointment to the Board of Appeals and answered questions from the
committee.

individuals; and recognizingTHAT THE importanceCITY SHALL TREAT A
PERSON OR CLASS OF accommodating culturally diverse contributions
of foreign-born residents to social, academic, religious, cultural, and

City Attorney Leahy gave an overview of the legislation as amended and answered
questions from the committee.
Alderwoman Finlayson moved to recommend favorably O-1-17 as amended (see
attached amendments 1-17). Seconded. CARRIED on voice vote.
Alderman Jared Littmann was present and discussed his proposed amendments.

Abstain: 1- Alderwoman Pindell Charles
O-3-17 Annual City Budget Submission Dates - For the purpose of amending the
date for submission of the proposed annual operating budget; amending
the date for submission of the proposed capital budget; amending the date
for submission of collective bargaining agreements; and matters generally
relating to the submission of the annual city budget.

Alderman Arnett moved to recommend O-3-17 with the amendment as follows:
Amendment # 1
On Page 2, line 38, after: Council Strike: UPON THE LATER OF THE DATE THE
COMPTROLLER OF MARYLAND PROVIDES THE CITY WITH ANTICIPATED
PROPERTY TAX REVENUES FOR THE UPCOMING CITY FISCAL YEAR OR the
second Monday in and insert: AT THE FIRST COUNCIL MEETING OF APRIL
Seconded. CARRIED on voice vote.
Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett
Alderwoman Finlayson moved to recommend O-3-17 with the amendment as
follows: Amendment # 2
On Page 2, line 20, after: by Strike: the LATER OF THE first Monday in APRIL OR
ONE WEEK AFTER THE DATE THAT THE COMPTROLLER OF MARYLAND
PROVIDES THE CITY WITH ANTICIPATED PROPERTY TAX REVENUES FOR THE
UPCOMING CITY FISCAL YEAR and insert: THE THIRD MONDAY OF MARCH.
Seconded. CARRIED on voice vote.
