Call To Order Chairman Arnett called the meeting to order at 4:03 p.m. Roll Call Present: 2- Alderwoman Pindell Charles and Alderman Arnett Absent: 1- Alderwoman Finlayson 2 Legislation before Committee O-5-17 Equal Protection Of Law In Annapolis - For the purpose of amending the Code of the City of Annapolis to incorporate provisions applicable to City employees in the performance of their duties and to establish an additional mechanism for sanctioning employees failing to fulfill their duties in accordance with applicable City, State and Federal laws. Aye: 2- Alderwoman Pindell Charles and Alderman Arnett Absent: 1- Alderwoman Finlayson Alderwoman Pindell Charles made a motion to reconsider the committee's vote on O-5-17. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Pindell Charles and Alderman Arnett Absent: 1- Alderwoman Finlayson R-7-17 Equal Protection CommissionTASK FORCE - For the purpose of creating City of Annapolis Page 1 Rules & City Government Standing Committee Minutes March 14, 2017 Committee a TEMPORARY ADVISORY TASK FORCE Commission to study and COMMISSIONED TO provide the Mayor and City Council with a public forum FOR STUDYING AND PREPARING REPORTS ABOUT THE ISSUES OF FOREIGN-BORN RESIDENTS OF THE CITY OF ANNAPOLIS to recommend and act to understand, mandate and enforce “equal protection under the law” in Annapolis; and all matters relating to said CommissionTASK FORCE. Alderman Arnett moved to postpone action on R-7-17 pending some clarification on the resolution by the Office of Law. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Pindell Charles and Alderman Arnett Absent: 1- Alderwoman Finlayson CA-1-17 Collection of Taxes - For the purpose of removing the 3-year limit for the City to collect property taxes; authorizing collection of taxes in the manner prescribed by the Annotated Code of Maryland; and removing the 3-year bar to recovery for taxes not timely collected. Alderwoman Pindell Charles moved to recommend with amendments 1-5 as attached. Seconded. CARRIED on voice vote. Alderman Littmann was present discussed the amendments and answered questions from the committee. Aye: 2- Alderwoman Pindell Charles and Alderman Arnett Absent: 1- Alderwoman Finlayson O-12-17 Compensation of the Mayor, Aldermen/Alderwomen and City Manager - For the purpose of specifying compensation and allowances to be paid to the Mayor and Aldermen/Alderwomen for the term of office commencing on the first Monday in December, 2017; and for specifying compensation and allowances to be paid to the City Manager.
