Call To Order Chairwoman Finlayson called the meeting to order at 4:02 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Business before Committee a. Approval of Minutes RCG031318 Approval of Minutes for the Regular Meeting Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 4. Legislation before Committee O-13-18 City Emblems - Prohibited Uses - For the purpose of regulating the use of the City seal, City flag, and City logo. Amendment #1 Page 1, Line 2 Strike "city flag" after city seal. Amendment #2 Page 2 Strike A Amendment #3 Page 2, B Strike "or any representation or near representation thereof," Amendment #4 Page 2, Line 20 Strike "any", "purpose" Amendment #5 Page 2, Line 22, 23 Strike "participation, involvement, or association with", INSERT "by" before “the” Amendment #6 Page 2, C Strike "or (b)" Amendment #7 Page 1, Line 38, Strike line 38 Alderman Savidge moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Alderman Savidge provided a brief background of the legislation for the committee. City of Annapolis Page 1 Rules & City Government Standing Committee Minutes April 10, 2018 Committee Alderman Arnett moved to recommend favorably with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett R-9-18 City Emblems - Prohibited Uses - Fine - For the purpose of establishing a fine for a violation of Section 1.08.060 of the Code of the City of Annapolis concerning prohibited uses of City emblems. Amendment #1 Reduce fine to $50 for first offense and $100 for each additional offense Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Alderman Arnett moved to recommend favorably with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 5. Adjournment Upon motion duly made, seconded and adopted, the meeting was adjourned at 4:41 PM.
