Call To Order Chairwoman Finlayson called the meeting to order at 4:02 p.m. 2. Roll Call Present: 3- Finlayson, Savidge and Arnett 3. Approval of Agenda (any changes to the agenda should be made here) Remove CA-4-19, CA-6-19, O-12-19, O-13-19, and O-14-19 from the agenda. Alderman Savidge moved to adopt the Regular Meeting Agenda as amended. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 5. Business before Committee a. Approval of Minutes RCG05.14.1 Approval of Minutes for the Regular Meeting 9 Alderman Arnett moved to approve. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett b. Appointments and reappointments to Committees AP-109-19 The Appointment of Karma O’Neill to the Arts in Public Places Commission Applicant did not show 6. Legislation before Committee O-44-18 Moderately Priced Dwelling Units - Density Bonus - For the purpose of establishing review criteria for the granting of any density bonus tolerance; clarifying planned development requirements for buildings over forty-five feet. Amendment #1 Section 3 Line 19 Add projects must have site design plan approval at the date of passage of this ordnance. Amendment #2 PC findings #2 Alderman Arnett moved to approve the amendment(s). Seconded. A roll call vote was taken. Alderman Arnett moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett CA-4-19 Economic Development Program - For the purpose of removing administration of the economic development program from the Planning and Zoning Department. CA-6-19 Department of the Environment - For the purpose of establishing a department known as the Department of the Environment; and generally relating to the Department of the Environment. O-10-19 Maryland Public Information Act - For the purpose of adopting City of Annapolis procedures for the processing of requests made pursuant to the Maryland Public Information Act; establishing definitions; providing notice of disclosure requirements; establishing an appeal process; allowing fees to be charged; allowing fee waivers; and generally related to adopting procedures for processing Public Information Act requests. Postpone action until the appropriate people are present to address the legislation. Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett R-20-19 Forest Drive/Eastport Sector Study Citizens and Governmental Task Force- For the purpose of establishing a temporary advisory Task Force commissioned to provide the Mayor and City Council with a public forum for studying and preparing reports about the Forest Drive/Eastport Sector Study; and generally relating to the Task Force. Planning and Zoning Acting Director was present and answered questions from the committee. No action taken O-12-19 Departmental Reorganization - For the purpose of requiring the Environmental Policy Advisor to provide certain advice relating to environmental policies and City of Annapolis Page 2 Rules & City Government Standing Committee Minutes June 11, 2019 Committee initiatives in lieu of the Office of Environmental Policy; creating the position of Environmental Policy Advisor in the exempt service; establishing the duties and responsibilities of the position; creating the position of Director of Emergency Management in the exempt service; establishing certain exempt service pay grades; and reassigning responsibility for floodplain management to the Department of Planning and Zoning. O-13-19 Office of Law - For the purpose of clarifying the functions of the Office of Law; clarifying the functions of the City Clerk; making technical corrections; and making stylistic changes. O-14-19 Economic Development Division - For the purpose of relocating the Economic Development Division from the Department of Planning and Zoning to the Office of the Mayor; and generally related to Economic Development. 7.
