Alderman Savidge moved to adopt the Regular Meeting Agenda as amended.
The motion carried by the following vote:

AP-18-20 The Re-Appointment of David Bliden to the Ethics Commission
Constituent Services Raftovich/Ombudsman was present in place of David Bliden
Alderman Arnett moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:

AP-19-20 The Re-Appointment of Ben Sale to the Planning Commission
Ben Sale was present and answered questions from the committee.
Alderman Arnett moved to recommend favorably. Seconded. A roll call vote
was taken. The motion CARRIED by the following vote:

Committee
O-38-19 Housing and Community Development Committee - For the purpose of
renaming the Housing and Community Development Committee; clarifying certain
powers and functions; and making stylistic changes.
City Attorney Lyles, Alderman Gay, and Planning and Zoning Director Nash were
present and answered questions from the committee. City Attorney Lyles
recommended removing all "executive" language from the legislation.
Motion to approve Savidge Amendments 1-3 s and c (Arnett)
Chairwoman Finlayson would like for Amendment #4 of the Savidge Amendments to
be reviewed by Alderman Gay and the Office of Law.
Postpone
Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
O-2-20 Youth Development Commission - For the purpose of establishing a Youth
Development Commission; creating certain definitions; identifying the responsibilities
and composition of the Commission; and generally relating to the Youth Development
Commission.

Alderman Arnett moved to Recommend Favorably-Amendment. Seconded. A
roll call vote was taken. The motion CARRIED by the following vote:

Alderman Gay, Assistant City Manager Farrow, and City Attorney Lyles were
present and answered questions from the committee.
Alderman Arnett moved to recommend with amendments. Seconded. A roll call
vote was taken. The motion CARRIED by the following vote:

O-6-20 Planned Developments - Public Housing Bulk Standards - For the
purpose of allowing a height adjustment for certain eligible public housing
development.
Alderman Gay and City Attorney Lyles were present and answered questions from
the committee.

Alderman Arnett moved to recommend favorably. Seconded. A roll call vote was
taken. The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
O-7-20 Designated Loading Zones - For the purpose of authorizing designated loading
zones in the City of Annapolis; creating certain definitions; and generally related to
designated loading zones.
Transportation Director Gordon, City Attorney Lyles, and Alderman Gay were
present and answered questions from the committee.
Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
O-9-20 Comprehensive Bag Reduction - For the purpose of defining certain terms;
prohibiting dealers from supplying customers with plastic bags for use as checkout
bags; requiring paper bags contain recycled content; providing for the applicability of
the Chapter; imposing a surcharge on certain checkout bags; imposing interest and
certain civil penalties on dealers who fail to make timely remittances of the surcharge;
setting forth prohibited conduct by dealers; providing enforcement measures; requiring
an annual report to the Mayor and City Council; providing an effective date; and
generally relating to checkout bags.
Alderman Savidge would like to postpone and possibly have a joint meeting between
Rules and City Government Committee and the Environmental Matters Committee.
Office of Environmental Policy Director Guild, and Assistant City Manager Farrow
were present and answered questions from the committee.
Alderman Savidge moved to postpone. Seconded. A roll call vote was taken.
The motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
R-12-20 Comprehensive Bag Reduction - Fines - For the purpose of imposing fines
concerning the prohibition of certain checkout bags.
Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
R-17-20 Annual Statement of Performance Standards - For the purpose of approving
the annual performance statements filed by City agencies and departments.
Assistant City Manager Farrow was present and answered questions from the
committee. Chairwoman Finlayson would like to break it up by Departments.

Committee will postpone action and pick back up at the Joint meeting on the 18th.
Alderman Arnett moved to postpone. Seconded. A roll call vote was taken. The
motion CARRIED by the following vote:
